The servers are really bad and the download just keeps cutting out.

There is no global beta rom for the Redmi Note 2. You will have to use xiaomi.eu version of the china beta rom, which has google apps and extra languages.
In decuro you can download a translated Rom

This is global stable 7, but without root and gapps, you must flash them by yourself.
There isn't a global version for thr Redmi Note 2...
@Mazz_hr linked a xiaomi.eu version (it's translated and with gapps as a global rom, but it isn't an official rom as the global one)

Yes, sorry this is stable not global.
how to apply custom themes for Redmi note 4 that is in global beta ROM version..... miui theme app is not supporting for global beta version..... please help

On my Xiaomi Mipad 4 I have the Eu Rom
MIUI 10.1.1
When I check for update it shows a new stable
MIUI 10.3.1 version, but when I try to download it I get the message "you have the latest version!"
Any suggestion?

Checking for auto updates gives no new versions.
