New to Nexus 9 and just wondered if the Vendor img has to match the ROM? Do you need to flat the corresponding bootloader image.
I ask because I recently flashed the latest vendor but got the vendor warning until I flashed the previous vendor.
I thought as long as I am on the latest vendor I could load any M rom.

I flashed resurrection remix oreo rom on my Redmi Note 3. Now when I restarted the phone, its showing below alert
a vendor image mismatch has been detected. Typically this means your vendor image is out of date. Please ensure your vendor image matches MMB29M
Though the phone is booting up, I am not sure what this mismatch means. Somebody can help on this ?

You would need to flash the Vendor.img via Fastboot again to get rid of that Message.
I installed the pixel experience rom a while back but never flashed vendor and firmware or whatever it is called. Now i wanna switch to Lineage because this non OTA is annoying. Do i have to flash vendor first or can i just install Lineage? I've read a couple of times that it is bad to make a new install without vendor but never an explanation why. I've also read that i shouldn't install the wrong version of vendor but i couldn't find which one is the one i need, so i just didn't update for a while and left everything like it is.

PE filesize is 1.3gb, most probably it seems like PE has vendor image embeded! and LOS also comes with vendor image!
if pe was working fine with you! you can clean flash LOS without flashing vendor image!
however always take backup!
vendor image can be found at https://mirror.akhilnarang.me/MIUI/beryllium/ 9.6.27-9 is recomended!
If you want to go the LineageOS route, go to the LineageOS thread and read through it for the minimum version of the firmware file you'll need. Vendor is now embedded in the ROM so no need to install. However, you can still install the vendor/firmware file before flashing LineageOS as the vendor part will be overwritten. Don't forget to do a full backup before you start, better safe than sorry.

I found that it is possibility to Install new system on a phone. I did research about this but I don't really know how I don't understand everything.
When I was searching for my phone model there were some inaccuracies.
For example: I couldn't find the proper version. I have found "firmwares" that differs by one letter and I don't know I can download it or better no :/
My Phone Specifications are:
HUAWEI Y7 Prime 2018
Model: LDN-L21
LDN-L21 8.0.0.147(C432)
EMUI Version: 8.0.0
Android System Version: 8.0.0
Custom Version: CUSTC432D1
I found a site where I can download Firmwares.
My question is: Can I download for example this version and install it?
LDN-L21 London-L21A 8.0.0.150(C432CUSTC432D1)
or I must find version that exactly match my phone specifications? And what the word "London" means here?
Could somebody tell me step by step what should I do to Install new system on my phone?

There are 1 letter difference in model - L21A and L21B. I guess there are no really HW or SW differences, but I stayed at L21B stock rom.
London is commercial codename for that type/serie of phone. LDN-L01 to L29 are similar Huawei and Honor phones with various names (Y7 2018/ Nova 2 lite / Honor 7A/7C etc). Other line/serie has other city name.
Latest stock rom for LDN-L21B is 8.0.0.151, for now.
If your phone is not rooted, still bootloader locked, with stock recovery: use System update from Settings or boot to eRecovery, connect to WiFi and let phone download latest rom and install it automatically.

Eccential partitions for flash are ramdisk, kernel, product, system, vendor, version, cust. Extracted IMGs are still packed as SPARE img, so you have to unpack them with SIMG2IMG (simg2img system.img sys.img).
Now images can be flashed with custom *TWRP* recovery or fastboot (fastboot flash system system.img).

I have been trying to build a custom aosp based ROM for pixel 4a, I have made changes to few xml files that goes into vendor/etc/ folder. I built a script to extract vendor blobs from the official vendor image provided by google and also generated build instructions for corresponding files.
I'm able to build the vendor image successfully. All the vendor files are present in the custom built vendor img, when I checked.
After flashing the images, the phone gets stuck in google logo.
I have made sure that bootloader is unlocked., osp version and vendor build version match.
1. Is there a way to build vendor image? Is my approach correct?
2. How can boot loop be debugged? -- ADB is not available at this point of time in boot process.. I'm also not able to boot into recovery, I keep getting bootloader screen.
Any help, links, refs, guides would be helpful
If you are rooting after or during the build process both boot.img and vendor_boot.img files need to be patched. If you are at bootloader(fastboot) you can fastboot flash vendor.img etc

I'm able to flash the vendor image. I don't want to root the phone. When I use the official vendor image, the phone boots but not when I use vendor image that I built. Is there a way to build vendor image? or How can I debug boot loop?

Yes, he can use magisk manager to patch the image then flash them in fastboot mode using adb like you said
