payment declined - OnePlus X Q&A, Help & Troubleshooting

Hi i am having some issues with purchasing paid apps. when i try to purchase an app from playstore i get an error this payment method has been declined. I have tried removing my cards in the account and re adding them but still the same problem so i am starting to think this is maybe a rom issue. I hope someone can help me out the rom i am using is CM13 official ashwin rom. thanks.

Have you tried buying from the play store website from your PC?

Yes that works but I would like it to work from my device also

[Q] Google thinks I bought an app when I didn't, won't let me buy it

tl;dr I installed an apk that you normally have to buy (with the developers permission), and now I want to buy the app, but the market says I purchased it and gives me an error when I try.
Detailed version:
So I was chosen to beta test the boot manager application by the developers. They sent me a download link to an apk that I installed on my phone (nexus one).
The developers stopped updating the app through the link they gave me, and they only update the market apk now. I felt that I should purchase the app, to support the developers and gain the new features. I tried to purchase the app, but in the market it already says "purchased" instead of "buy". When I try to buy it, it gives me an error.
I have since uninstalled the app completely, and still no luck.
I cleared the market cache and data, and even tried using the browser market to install it remotely. It even says purchased on the web.
It's possible titanium backup attached the app to the market through market doctor, but even after i uninstalled it it still had this issue.
I'm not sure if it matters, but the app checks with the market to see what your registered email is, and then checks the developers server to see if that email is licensed before using the app. Since I didn't buy it from the market, they just added my email to the list.
What can I do about this?
Re-install the apk file they gave you, then uninstall it through the market.
Just tried that, after it was uninstalled everything appeared the same, and gave me the same errors.
I just got off the phone with a "market specialist." She said that I tried to purchase the app, but something went wrong and "the phone doesn't know where to get the app from." She handed the issue over to a more specialized department who will try and fix the problem and either get back to me for more information, or fix the problem within 24 hours. I was extremely impressed with how they handled the issue.
To anyone having this problem in the future, go to this page, scroll down, and fill out your info under "talk to a specialist" and let them know what your problem is. They did ask if I was using a custom ROM (which I am) and they said that custom ROM's can sometimes interfere with the market, but I highly doubt this is the case.
And an email they sent me:
Hi Josh,
Thank you for contacting Google. It was a pleasure getting to speak with
you today. As promised, I've forwarded your case to a specialist to begin
working to resolve your issue as soon as possible.
In the meantime, if you come across any other information that you would
like to pass along, please feel free to reply to this email. Your
responses will automatically go to the specialist working on your case.
Thanks again for your patience and understanding. Have a great day.

You could try detaching it from the market using Titanium Backup.
was this ever resolved?
I too have this problem, but I have apps that I purchased, or got free from Amazon.com's App Store, and now that google has this massive .10¢ sale of over 10k (supposedly?) apps I want to rebuy the same apps from google (who updates much faster than Amazon).
I'm going to try to detach, hopefully it works.
If not hopefully we can figure this out as I'm sure this is an issue that afflicts many of you too.
just a follow up, and no the issue is still persistent for me as well
Android Market Support said:
Just to let you know- the issue appears to be isolated to users with
rooted
devices. A few users saw the issue clear up after resetting their devices
to factory settings. In some cases, this required manufacturer support
because a regular reset did not completely restore the device.
However, we're investigating solutions that will not require a reset. In
the meantime, let me know if you have any questions or if your situation
changes.

I have the same problem with an app I purchased from Amazon App Store but want to repurchase from Google Market.
I tried detaching it from the market using Titanium Backup but that did not help.
Anyone have a solution?

I tried the instructions at this thread, but they did not work.
Try purchasing it from the web market.

Or one sure way that worked for me is to downgrade the market app to v2, even if the app says purchased, it still gave me the checkout page.

I had the same problem with the web interface, but downgrading to market 2 worked. Thanks.

Still not finding a solution I simply logged into another Gmail account I own, and purchased it from there.
Now when there's an update to one of the secondary accounts apps I get a download refused message until I switch accounts.
It's not too much of a hassle, but it's not convenient either. :/

i9300 USA Market Problem, etc

So I've had my i9300 for about a month now. It seems like I have some problems due to being in the USA. The market works except I can't purchase any apps. I can download them if I purchase them on my tablet first.
Also some apps say they aren't available in my region even though I know they are. I've had this problem with Samsung video hub also. I've tried to clear user data for the market and Google account. I've tried factory resets and a couple of ROM's.
The other problem I have is NFC won't work. Google wallet says not available for my device or carrier.
I've searched the forums and internet, and called ATT and Samsung. Nothing has worked. Any suggestions would be appreciated. Thanks.
Wow, no response at all on this? Anyone having similar problems? Everything working perfectly?
I have no issues purchasing com the market and I live in the US. Are you using wifi to download from the market?

I also have no problems on Tmobile US

Does Market Enabler work in that country ??
jje
I recently tried to purchase an app on the Google Play website and it said my Google Wallet needs verification. I've never had this happen before. Maybe this is my problem. I had to submit my drivers license and a utility bill to Google to verify my ID. I'm not sure what the problem is but they are supposed to respond within 3 days.
I'll have to look into market enabler if verifying my ID doesn't work.

Really..? That's never happened to me all I had to do was throw a valid CC on Wallet and it worked. Call Google, that sounds fishy to me.
Just to update, Google emailed me a couple days later and the problem is resolved. I checked the address, etc before sending them that info. I was able to pull a PDF phone bill and take a photo of my drivers license. Market works fine now.

[Q] Google Play help

I have a Sprint Samsung Galaxy s3 and a Samsung Galaxy Note 10.1. The Play Store stopped working on both devices 2 days ago at the same time. Play Store from the both devices shows I have no apps installed. When I go to the ALL tab I get the following message "Error retrieving information from server. [RPC:S-5:AEC-0]". I get this on both devices. If I look at an app that I already purchased it shows that I have not purchased it. If I try to purchase it I get this message "Error retrieving information from server. [BM-PPH-01]". I cant install them to my devices from the play store via my pc either. I have tried clearing cache and data, deleting my google account from phone and tablet then setting them up again. Date is correct on both devices. Any help sure would be great.
Thanks,
Mike

So...
I am now unable to transfer my paid apps across devices, and certain paid apps now refuse to run with license checks denying me access.
They have severely screwed up with a 2012 issue.
You can see that the problem is on their end as https://play.google.com/apps will show an error.
Try with another google account installed on your phone and you will see that it works.
I have lost access to hundreds of apps.
This is disappointing.
Same here. I have a lot of paid apps. This really pisses me off.

Well you guys want to know the secret? Download and install the modded play store. You need root access but it'll fix your problem with licence verification.

Still the same error message

I've got the same message on a brand new HTC One, coming from a Galaxy Nexus. Same provider and telephone number, just a different SIM card. Hope Google fixes this one.
-edit, Hoo-too-the-****ing-raay! They fixed it!
Mine is working too. Thank god

Android Pay not working on chinese version Mate 10?

Just want to ask you guys that have Chinese version of mate 10, is android pay working for you?
Every time I try to add a payment card in the android pay app, 3 seconds after the camera opens the app will switch back to it's previous screen. I also can not make payment on play store. I can download free apps but I cant purchase app even though I have a bank card stored on my google account. Anyone have the same problem?
I've got the Mate 10 Pro which was shipped from Carphonewarehouse here in the UK and I'm having the same problem with Android pay. I've tried reinstalling but still persists.
Same problem with the ALP-29 (European) model. Is it something with the way Launch handles apps perhaps?
wow, I didn't expect European version have the same problem. I thought it's the Chinese firmware's problem.
This is a pretty serious bug imo, Huawei should fix it asap.
Android pay works on my AL00 rebranded to L29 C636 but tried to use it twice and my card got declined. I have no issues with the card. Strange .
Update. I think it was because I had app lock set to Android Pay. I disabled it and all payments work fine.

I've got a really weird issue with the original L29 and Android Pay. The card is accepted and it works but the icon for Android Pay simply disappears and it shows in Google Play as disabled. Enabling it returns it but shortly it disappears again. And it never survives reboot.
Hey guys, plz try to go to Google Play and add ur credit card into it, then go back to the Android Pay and try adding a card again.
If this helps, plz let me know. Good luck.

I find the fix for camera jumping back issue, go to phone manager-launch-android pay. Turn it to manual and turn on all sub options under manual.
However I still can not pass the card verification process on this phone, android pay says it is card issuer problem. But I tried all of my bank/ credit cards , none of them can pass the verification. And the same cards can be used on my old P9 PLUS and on my friend's MATE 9. So there is definately something wrong with the mate 10, very strange problem.
Hello all, i had this problem too but resolved it by following the instructions here: https://forum.xda-developers.com/mate-10/help/huawei-mate-10-android-pay-t3714857.
Try clearing all data in your Google Play Services (under Settings->Apps). Let Play Services reload the data and try adding a new card again using Android Pay. If that doesn't work, then uninstall updates from Google Play Services, the reboot your phone. Wait for play store to update your Google Play Services to the latest version (it can take a while) then adding new cards to Android Pay shouldn't be a problem. Hope this works for all!
Google Play Services Issue
It has already been stated but please clear all data from Google Play Services. I had the same problem with Android pay. Cleared all data and I'm good to go. Mate 10 fully rocks right now!
After tried everything you guys suggested, I still can not get this working. Cards still cant pass the verification process. Whats your play store version and play service version? I installed one from APKMIRROR, (940-175121617), which is suppose to be the one for android 8, but everytime i restart phone it will be replaced with (448-177350961)

I personally think the Chinese rom is the best rom for our Mate's, but unfortunately, I think that because Google is blocked is China, Android Pay may NEVER work for us (for me I'm in the US using the Chinese rom). I tried for 5 days straight and couldn't get it working correctly. I hope you have better luck than I did
If all fails maybe can rebrand the rom to your region?

google pay on s9+ G9650DS China version with original stock firmware

I am using a s9+ bought from China with the stock firmware in Australia.
I have got google play store installed and have no problem to use all the feature except the google pay.
The issue is that I cannot activate any card in google pay even though they are all google pay supported card. I can add the card but it stucked the last step: verifying your card with the bank .
There is no issue with the saftynet check and the phone is not rooted.
It seemed that a lot of people reported the similar issue on xiaomi and huawei phone with China rom. Not sure what really caused this?
Anyone has the idea?
Thank you.

My first recommendation is use Samsung Pay instead. It's the most widely accepted and easiest NFC payment option. If you prefer Google Pay I suggest backing up your data with Samsung Smart Switch, do a Factory Reset. This will allow you to get the most recently updated Google Account. After completing setup, make sure your device has the latest software update. Download and reinstall Google Pay and try settting up the account.
