Maybe it's not LGs fault at all. I suspect that those phones which cannot boot into fastboot mode were not meant to be sold in Europe but somehow found their to a European dealer. Therefore some internal flag might prevent those phones from booting into bootloader / fastboot mode.
You can get some information about your phone via the IMEI if you check it for example via this page. I tried it and got the information that the carrier of my phone, which I expect to be the original country for sale, is in fact Romania though I bought it via a german dealer.
Here some information I got about my phone:

Carrier: ROMANIA

OK, but that does not necessarily mean that you can actually unlock the bootloader. If you IMEI is not registered for a European phone you will not get the unlock.bin from. LG.

That's probably because you have the H962 (Dual Sim). It seems LG does not assign those to specific countries.

Debrand means no branding on the phone splash scrre apps etc .
Factory unlocked presume its not sim locked to a network will work with any sim card .

I think the OP means that he suspects that the seller has bought a branded phone, eg from o2 then used a guide to unlock and debrand.
If this is so, I dont personally know how to check this myself, but I presume you can tell by the imei or by how many stickers are on the box (how many imei stickers, o2 normally have 2)
Also ask for proof of purchase?

lol.. you are the only one who got my question right.. He cant provide me proof of purchase since he is a Re-Seller himself and would consider that as his market secret.
There must be some way De-branded can be differentiated from Factory unlocked ones..

AFAIK, only by IMEI, and then only if you actually have a valid IMEI database, which is about as likely as this guy selling you an actual unbranded phone (by the sound of it).

If I understand it correctly debranding requires the use of Odin to flash an unbranded ROM, so all you'd have to do is check the number of flashes in download mode... I think?

Ok here is whats going on... I have a SGS3 i9300 from Claro Puerto Rico and when I try to put a non supported SIM card to the phone it says Network Locked and the only option it shows is Dismiss.
I bought an unlock code but now I cant use it because of this!! Can this phone be unlocked?? and how because all the unlocking sites give a general way of unlocking but in my case this way dont work no matter what sim I get it says Network Locked and the option to dismiss is the only one I get there is no dial pad to input any codes...please help!!

Yup, u have to flash non Claro firmaware. Also happens with sgs2 and sgs1 from Claro, no biggie.

I have bought a new Unlocked ( by imei ) ATT ATRIX from ebay. Everything's perfect . I am using it on my country ( in South America ) with my own mobile's carrier. So, my question is.... Once I unlock the bootloader and then flash a new rom ( as cm10 by joker or anything else ) I would like to hear from you guys ( international users like me ) if After flashing a new rom you have to UNLOCK the att carrier like when It was on stock rom. I am afraid of the phone to ask me the unlock code after flashing a new rom for first time .

IMEI unlock, especially if done by the original carrier itself (like AT&T) is virtually permanent and irreversible no matter what you do. I called AT&T and they gave me the SIM unlock code for my (american-based) Atrix. After unlocking it with that code I did all sorts of things with the phone (rooted, booted, flashed, wiped, flashed again...) and I never had to so much as even think of the SIM ever being locked. I am also using it outside the US.

Well, It wasnt done by the original carrier. The seller did it ( I think he just bought the imei code from anyone and did it by himself ). There shouldnt be a difference, right?

No you shouldn't have a problem, I too bought the unlock code from eBay. I am using the phone in India and flashed nearly all the roms out there, even dual booting now, never had to enter the unlock code again.

Yes, there shouldn't be any.
I bought mine from ebay as well and got it unlocked with code from a ebay seller and it worked as a charm now no problem after repeatedly flashing every week.

Hi Folks,
Just looking for a bit of advise. I have messed around with rooting and unlocking my phones in the past. I have always just followed guides here or youtube etc so not really having an clear understanding of the potential pitfalls.
I have imported an LG V10 from South Korea and overall am very happy with it. However for some reason it seems to be locked for international data roaming.
Can I get past this by flashing a UK or European firmware onto this phone when they become available ?
What device ID's or Radio's do I need to match etc or basically what do I need to watch out for. This phone can't go back to be repaired if I break it so want to make extra sure its worth it.

it always depends if fm chip builted in S808 inside your variant it was phisically enabled or not
i always wonder why manufacturer would add more work physically disabeling something that just do a commong motherboard and then just lock it on the software side or not.
is there an adroid app that could find/see what chip is on my version? (considering it s installed or not)

Ok so long story
I bought an imported LG600S from a guy on eBay who had imported it directly from South Korea I believe direct from SK Telecoms.*
This phone appears to be unlocked for any network here in the UK. *I am using a 3 Hutchison sim in it at the moment which I get calls and LTE speeds. *I have also tried a UK Vodafone sim in the phone and that works fine too.*
My problem appeared when I went to Paris France. My contract gives me unlimited data even when roaming abroad. *However in France the phone would not allow me to switch on data networks. It gave me the warning message which I have attached. *I click the accept tags but still the slider for data network was blocked (grayed out) with a message saying I needed to contact Mobile T Roaming and gave me a link to a South Korea customer service centre . *I tried to call it but obviously I don't speak Korean *
I have tried an unlocking service called unlockscope who gave me a number of codes for my IMEI number. *However none of these codes worked as the phone does not prompt you for an unlock code when you swap sims. *They also gave me a few number strings to put into the dialer to try and force it to ask for a code, however these didn't work either. As an aside the unlockscope company has offered me a full refund and we're very good at trying to trouble shooting my issue. *
So now I am a bit of a loss as to what to do next?*
I need international data roaming for work but can't figure out how to unbarr it except maybe for flashing a different *on the device firmware to get round the block.??*

Hi wolfgart... I have problem same like this. My LG G3 is korea set and firmware country taiwan. Before I flash to lolipop firmware malaysia my Lg G3 kitkat network only 2.5g only... After I flash to stock rom lolipop firmware malaysia my phone no more network.. after that I flash to custom rom CloudyG3 also same problem dont have any network. It like hard locking network. Hope people here can give any idea to solve my problem. ( sorry for my bad English)

yes you can but your radio problem will not solve i flashed H900 and H960 firmwares on my v10 (f600s ) every thing wifi blah blah worked except the signals there were no signals and in about network status it shows "radio off". you can only flash dz in your v10 download kdz of mentioned models and convert them to dz via kdz tools and then refirbush.

So, its mean still possible to cross flash/convert from korean variant to international, all working except signal?
Or, can I flash with another korean varian? For example now I have V10 LG U+ (F600L) to V10 SKT (F600S)? How to do?

yes you can test if u want at your own risk I also had f600s and now I am using the latest nougat firmware downloaded from here "https://forum.xda-developers.com/lg-v10/general/lg-v10-f600l-f600k-f600s-android-n-7-0-t3611676"" use the f600k version it works for me each and everything worked perfectly for me.
1. download the kdz
2. use kdz tools to convert it dz format.
3. use lgup to flash (it will not say invalid kdz)
im here to ask something: if you can flash a H960(A) kdz on to F600(K,S,L)...the opposite can be done too without losing features? like put the firmware V30 Nougat in V20 European?
I dont care about FM Radio working or not, only want network and wifi working.

"Factory Unlocked Phones are not made for a specific carrier thus are unlocked out the factory. These phones can be used on ANY GSM carrier as long as the phone carriers the band widths that carrier supports."
In simple words yes It should work with no problems. However It depends on band widths your carrier supports.
About software updates you will receive everything. Don't worry

Depends....every carrier releases at different times. If you want to stay updated the fastest. Then download and flash who ever comes first then change the CSC to your preference.

Yes, You will get update when curruntly set CSC gets update. (You can check from Settings - about phone - Software Info)
Though If your device is S918U/U1 may some network features won't work expected, specifically Jio.

Getting updates should not be a problem. Some things may not work unless you change the CSC.

My phone from another region was not reading the SIM card. Once I changed the CSC, it did.

Not sure about now, but few years back I changed the CSC of my device to make it detect the SIM card. It wasn't from the USA though.
The option you're referring to is now housed in Preconfig.
MPS CODE.
Enable it....to prevent your CSC from changing over when you put in any sim card. Disable it and it will always change.

I tried to get this menu using this code on dialer app *#272*IMEI# . But it says invalid
I too got s23 ultra from USA and I'm using in India. We will get regular updates don't worry. Today morning I got may month's security update.
