This is not an AT&T version M8.
Product ID m8_whl is the Sprint version, which is the CDMA version M8. Which also supports GSM, but the CDMA supportis the key difference. The CDMA versions (Sprint & Verizon) have different partitioning. You can not just change the CID, MID and flash other version's (AT&T, international, Developer Edition, etc.) firmware to a CDMA version M8. The result is radio brick, which is what you are experiencing.
You can try to change back to Sprint CID, then flash the correct Marshmallow Sprint RUU:

Some folks have had success fixing the radio brick by flashing the proper (Sprint) RUU. But if after RUU, the radio still doesn't function properly, the damage is permanent.

So its working properly now, reading your SIM and connecting to your provider's cellular network?

I bought an AT&T phone, the seller ask me to do it is s-off, I said yes;
Everything was working fine, but when I wanted to update its ROM to ARHD 41 (4.4),
My phone became just a waste for me
I can enter hboot, I could upload a twrp 2.6.3.3, I can use adb sdeload,
And also I can flash a ROM, but; it is not starting,
when I power on it, HTC logo is showing, it is getting a Reset and after this it is directly going yo TWRP screen
and then doing this in a loop
There is no expert to correct this problem in my country
And the service will not repair it because it is an AT&T device.
If one of you be my guide, I will be greatful to you
I have tried too many things and now I am very tired to try something
I also changed the cid to upload a new ruu, or I tried to make partitions again etc etc ((((
By the way I cannot wipe the phone from TWRP, it is getting an error : unable to mount /cache and /data
If you explain me what to do step by step I can easily apply it.

Edit your post and remove your serial no and the modelid was ok to leave. you already said it's at&t.
you said you flashed recovery
did you clear cache after ?
did you check the MD5 of the rom you downloaded before flashing it ?
your phone shows it was developers edition last .. is this correct ?
your probably going to need to RUU back to stock.
but first try booting to bootloader fastboot USB
and from your pc
fastboot erase cache
fastboot reboot-bootloader and try and flash your Rom again (if it passed the md5 check)

The firmware your on now should be fine ..are you getting poor signal of other problems ?

Actually I have no problem; It's signal bars are indicating lower than my old IPhone 4S,
but its coverage and signal quality(also sound quality) is much better than it
I just wanted to be sure by asking you,
And another thing it is writing a caution with red color while booting (This rom is a development purposes only etc. bla bla bla)
This is not bothering me, it can write, if there won't be any problem with stability or performance

I've updated my HTC one m7 to m8, but I am living in Europe and bought an AT&T M8 from USA(much more cheaper :good: ).
1 made it unlocked via htc dev
2 made it S-OFF with Sunshine (Because firewater did not work )
3 updated radio for WWE (it's HSPDA is working much better!)
4 changed CID for My Country.
5 installed TWRP
6 flashed with And. Revolution HD (used to with my old M7 and loved it)
7 removed TAMPERED text succesfully
Help requests :
1 Do I need make any other changes to use this excellent device in Europe?
2 I could not be sure which HBOOT file is suitable for me TO REMOVE RED TEXT? (Device is AT&T but I will use it Worldwide especially in Europe)
3 It is not showing the version of OS? Why it could be?

I bought the phone and was pretty excited to get to use it, so I tested the functionality of the phone quickly with stock, decided that it was bleugh, and began S-OFFing, unlocking, and flashing. Didn't take long, but it didn't help that my HBOOT was 1.57 stock.
That said, LTE worked with my stock firmware, not with the new ROMs or radio firmware. I've tried many different combinations of m7_ul firmware and roms to no avail. In every APN besides "pta," data works in HSPA+ and 3G at least.
Has me very stumped - I've tried many different APN settings, but I'm welcome to even more in hope that one might work.

Are you using this phone on an AT&T network or other? The AT&T LTE Frequencies are not compatible with other networks and as a result will not work.

Forgot to mention that I am using ATT, on an ATT phone. Plus it should have been apparent when I stated it worked with stock.

After much experimentation, I went back to stock, and I still can't use LTE! I configure the APN perfectly, and try to set the Testing Menu to anything with LTE as an option and it just doesn't connect.
Welp. I finally took it back to square one and called ATT.
Turns out they never updated my phone's IMEI from my TMo phone, which apparently means they had LTE disabled, and when the new phone was connecting to the network for the first time, it accidentally gave it LTE for a moment. That explains everything except the actions of the ATT store employees I specifically asked to do this when they gave me a new SIM. They just cost me two dozen hours of wondering, but hey, at least I know more about my phone now.
If anyone else is hopelessly googling for this issue and finds this thread, call ATT.

HTC Canada told me that I can only get the OTA from BELL as it was originally purchased from them even though it is unlocked. Unfortunately my SIM card is with Fido and they don't even support the M8! I am wondering if I can change the CID/MID to make it look like I bought it unlocked directly from HTC so that I can get the OTA updates? I am a newbie who just switched from years of iPhone and have only S-OFF and rooted the phone so far (with TWRP recovery). I have had a Nexus 7 for 2 years and never had a problem with updates, I did not realize it would be hard with an HTC One m8...

You might have a better response in the HTC One (M8) forum. This is for the M7. If the M8 is similar to the M7, then the answer is yes. You would want to make it a Developers Edition it gets the updates straightaway. And according to your getvar all you are still S-ON not S-OFF.

You'll need to mod the phone to make it work. There are various ways to do this. But probably the most straight-forward:
Unlock the bootloader, custom recovery, and flash an "international" (non-AT&T) based custom ROM and hotspot will work.
You may need to update firmware (RUU is the easiest way) in order to run current custom ROMs.
You'll also get rid of the annoying AT&T branding and bloatware.

You can pick whatever "international" based ROM you want, Sense, GPE, AOSP, etc.. If you want Sense, pick a Sense based international ROM.

None of them, and all of them at the same time.
I don't recommend "best" ROMs. Its a very individual choice dependent on your personal usage patterns, preferences, etc. You would have as much luck asking me to recommend you a favorite color.
More important is your current firmware (hboot, radio, etc.). Was the phone stock Lollipop when you received it? List your getvar data, if you can (delete IMEI and serial number, as these are personal data).

Your firmware is up to date as far as Lollipop (main version 4.28.502.1). There is an RUU update (4.28.502.2) which included the Stagefright fix, but some folks have been having problems installing custom recovery after that update (at least on the Euro "international" M8), so you might hold off on the update.
You are free to unlock the bootloader via HTCDev.com, install TWRP custom recovery, then flash most (non-ATT based, and no Sprint or Verizon) Lollipop based ROM to get hotspot working again (and additionally, get rid of the annoying ATT bloat and branding). At least, that is what I would recommend.

Yeah, CM and Sense are two very different things. You need to pick one or the other.
