Can't update my Evo to Android 4.3 - Sprint HTC EVO 4G LTE

Hello smart people,
I just purchased my first physical Android phone, an Evo 4G LTE which I got at a flea market. I would like to update it to Android 4.3 (for use with Android Studio) following Captain_Throwback's thread, but I'm having trouble.
I updated the phone's software to 5.07.651.1, which appears to have been a dumb idea. It seems that this build is too new for his instructions? My non-virtual Android knowledge is limited, but I am competent enough to have unlocked the bootloader, downloaded the RUU he suggested later in the thread, and ran it only to get an "unknown error" and then attempt recovery.
What am I doing wrong? Or am I out of luck?

Now on 4.67.651.3, the RUU completes now but I don't get Android 4.3. Help?

[Q] HTC Evo 4g lte: Do I have a developer's phone?

Hello,
I just recently Evo 4g lte from an auction on EBay. When I got the phone and turned it on, on the startup screen I saw this message:
"This build is solely for the use of developement purposes only. Do not distribute without the written permission of HTC. Failure to comply may lead to legal action."
This piqued my interest, so I booted into bootloader mode, and this is what showed up on the screen:

Also the phone came already root and with a custom recovery installed. But it is strange, because there is no su icon in my app drawer, nor one for busybox. I was just wondering if this phone could have been a developer's phone within HTC or something else? I was just really curious, the phone works fine, and was able to activate it with Sprint. Any insight on this, would be really helpful.

From the looks of it you have a phone that has been rooted and unlocked. You still are S-On. It looks like the seller flashed an UN rooted ROM before shipping to you. You are on an older HBoot which may let you obtain S-Off easier than a newer HBoot

[Q] Previously "rooted" S-ON and need help updating.

A while ago, I followed a root method I found here so that I could pair my DualShock3 controller to my phone and it worked successfully.
Then after a few months, I started getting messages about wanting to update my phone, but the install provided from Sprint always failed. I typically just ignored the System Update messages because everything worked fine exactly the way I wanted it to. Then about a week ago, the reminders increased in frequency, like once a hour. I though, hey, lets go back to factory and update, then I can root again. So I went into the recovery of the phone and found the option for Factory Reset under the "Wipe" Menu. I hit the button, but it apparently also wiped some things off the ROM. Now, when I try to boot the phone, It just sits at the HTC logo.
I can still access the bootloader and the custom recovery, and I even found what looks to be the right ROM Version and moved it to the phone, but it appears that the ROM I downloaded is for S-OFF bootloaders only. The problem now is, that I cannot find any instructions that work for the older version in obtaining S-OFF with my phone. So, can someone please help me in getting my phone updated, either S-ON or S-OFF, I just want my DualShock to work at the end and have my phone usable, which it currently is not.

I guess, what I really may need is the S-ON stock image for H-BOOT 1.19.0000, but every time I find a link, its dead. Does anyone know where I can find this? That way I can at least get back into my phone to attempt to figure out how to update it again.
Hit the link below. It's the 3.17 RUU. Afterwards, you can root your phone again with HTC Dev. I also suggest gaining S-off.

[Q] Android Newb needing massive help

First and foremost, I want to apologize for this, but I have a phone that was given to me and was told it was rooted and unlocked (now it says "Relocked") and I need to get it updated to the newest version of android available. I have tried following guides and such, but since I didn't unlock and root this phone originally, I have no idea where to start to get it either updated or sent back to the original factory settings so I can update via OTA.
I downloaded the OTA update, but when it starts, it just goes to a blue triangle with an exclamation point.
I tried installing the RUU that I found for the updated version, but it says it cannot find the phone via USB. I know that the drivers should be working fine because fastboot does communicate with the phone.
here is all the details that I know about the phone.

[Q] Cannot upgrade droid dna ota

Hi All,
i have been at this a few weeks , so finally posting a thread.
i came across what appears to be a pre-release device (new in box) and want to get it updated ( it had a pre-release OS loaded - version 0.68ish )
i managed to force an update to 1.15 with the RUU image .
the device now works fine, but it will not look for OTA updates. When i manually try to check, it flashes briefly it's looking and then nothing happens.
i have tried reloading the RUU and hard resets to no avail
i tried loading the 3.06 RUU out there, but the RUU fails as it is apparently incompatible with a straight upgrade from 1.15 and i cannot find a 2.04 or 2.06 RUU anywhere to be able to stair step the upgrades up the ladder.
i would like to get this device upgraded to the newest os version. not exactly sure how to do it. ( not sure if i have to root, then upgrade to a certain point then unroot or what. ) i would prefer to end up with a non-rooted device running the most current factory version
i DO NOT have a Sim card installed, (but cant believe that would be an issue- then again its verizon so i guess i actually wouldn't be surprised )

iirc, the ota update is from Verizon. Therefore, you would need a SIM card and service to receive them.
So i tried installing a sim card. that did not help.
i pulled a different device out of a box and checked the boot screen... it does have different info, ( highlighted in red below)
i am wondering if i have to somehow force S_ON back on to this device and/or get rid of the CID_VZW_001 info, to get it to take an OTA
thoughts anyone on how to do that or a link to read?

hmmm, cant get the brand new one to take on OTA either.
i did not use an active Verizon sim, just a recognized one. so maybe i do need an active one in the machine.
their website says updates can be done over wifi, but maybe the sim still needs to be active.
i will check this
Install HTC Sync app. Start app. Plug phone into PC, give it a little bit for HTC Sync to recognize the phone. An update pop up window should appear. Update.

I did have some troubles getting the upgrade. The upgrade assistant kept failing and giving me an upgrade unsuccessful message while downloading the update. i finally went into the control panel and turned off autoplay as it looked like the device kept trying to load usb drivers during the download even though it already had them installed and that appeared to be causing the computer to lose its connection to the device .
this was all done without an active Sim installed.

Reverting to Stock AT&T HTC One M9

I've given this the good ol' college try and have failed miserably. I'm trying to revert my phone back to stock so I can take the latest OTA(Stagefrieght) for the HTC One M9 AT&T variant. Here are the steps and details about my phone:

I've tried to use the following RUU's for my phone and have received 'Error 15' each time during the install process Step 1:

I've also tried relocking my bootloader, restoring the recovery file '2.6.502.16_stock_recovery.img' and installing the RUU's with the same results.
Another method I tried was unlocking my bootloader again and placing a zip of the following on the 'media/ext_sd/' slow and get an error immediately.

I was able to generate some unique errors by trying to take the OTA on TWRP(I know, this is not a correct and ultimately what probably put me in this situation):

I did some digging around (before I seen your reply) and here's what I did:
I changed my CID to: CWS__001
Changed my MID to the stock At&t
Downloaded the latest At&t (Cingular) RUU from HTC's website and ran that

Relocked my bootloader via fastboot
I left my phone S-Off and it still shows "tampered", but after the RUU finished and my phone rebooted, I checked for updates and it downloaded an 800mb update from At&t.... then about 4 hours later, I got notification of another update from At&t and it just finished.
So, I'm 100% At&t and able to receive OTA updates with still being S-Off.
