I tried to use carrier billing in Google Play Store and it keeps telling me "The account verification SMS could not be sent.Please try again". I also contacted my service provider and they have no limits set for me and suggested I check the phone settings or see if something similar has come up for someone else on google.
My friends use it and it works.
I rooted my phone over a year ago and didn't trip the KNOX or anything. Now I unrooted it a few weeks ago and didn't know what ROM to choose. I am located in Estonia which is part of the Baltic States (I found later a reference to a Baltic version ROM for the G925F that I have) and I flashed it first with a UK ROM and sort of bricked it (black screen).
Now I have this ROM installed - Baseband version G925FFXXU3DPB6, Build number MMB29K. G925FXXU3DPBG (is this the right one for me, how can I check it and does it even matter if everything works?) after installing that it booted up right away with zero issues- . And everything else seems to work perfect - I can make calls and sens SMS just fine myself and I have had no other issues whatsoever except for the Play Store verification SMS issue. Can these (ROM version and SMS issue) be related somehow? Anything in the settings I should check for?
What should I check? What would fix my situation? I'm quite frustrated. Hope you can help me. Big thanks in advance!

It doesn't matter which region ROM you flash to your phone. One may slightly differ from another but any is fine to use.
As for play store i have had this happen before. I just updated play store via apk mirror. Go on to google settings, payment, delete the carrier payment and re set it up.
Have you always payed your bill on time? I know if your phone gets disconnected due to non payment it also cancels mobile billing.
Everything is okay with the billing and they even told me that everything is good on their end.
I have uninstalled and reinstalled the google play store, it won't even let me add the carrier billing as a payment method. I can add it, I can see it as an option, but when I try to add I get the SMS sending verification error. Even installed a different ROM and did a clean install, etc. I still get the same problem, I am completely clueless.

I am new on SG2. I'm using stock rom, ICS 4.0.3 and I found out that my phone number in Settings is "unknown".
I noticed this problem since I bought it on store but I didn't ask the store staff why this thing happen.

I've NEVER had my phone number appear there since day one from the first stock, unrooted Gingerbread ROM out of the box. It's never really bothered me. I think it has more to do with the way your provider's SIM interacts with the device than anything else.

I just change my kernel version to speedmod but this problem happened since the day I bought my S2 on store.
Yes, I received calls, messages and signals from my provider.
What do you think is the problem?
phone number got stored on your SIM, if you didn't got one from your carrier, just flash cm9 and from dialer settings add your phone number. After that it will show on every Rom every phone, until you change your SIM.
Yep Atifsh is right. Either flash CM9, change it/add it (dialer/settings/additional settings/my phone number), then go back to whatever rom you were using if you want. Or....get an older dumb phone which has the ability to edit your phone number/save it on the sim; put sim in dumb phone, add/edit number, put sim back in SGS2. Profit.

I recently helped a colleague purchase a Galaxy SIII phone here in China, Guangzhou and made sure I checked the phone over completely before I purchased it.
I've done a search on the forums and check out anything that may be similar, but to no avail.
The problem is:
The phone will not receive any text messages, or at least they don't go through to the messaging app.
Text messages were being received normally for around a week
I disabled a bunch of pre-installed Chinese crap that is unfortunately not un-installable as it's baked into the ROM
It happened once, so I factory reset it, and then tested it. The text messages worked fine
I then disabled the Chinese stuff once again and installed Skype. Just to be sure, I sent more test text messages, and they were all received fine.
Around one week later, here we are, she says that text messages are not being received again.
All other functions of the phone are working. Internet / Edge network, sending texts, Play store, everything. Just not the receiving of texts!
I'm fairly confused as to this behaviour, particularly as it seems the text messages are working for a time limited period.
I had some inklings of what it could be:
- The SIII takes a micro-sim, the shop "manually" chopped the SIM using a cutter. Could this have damaged the SIM and caused this behaviour?
- The phone itself is faulty
- Something is up with the China Mobile settings / network and she needs to call them.
What would be your diagnosis, ideas, solutions XDA'ers?
Further information of any kind is, of course, available on request.

Root the bastard and get a standard UK ROM on the phone to see if it works. However, I have some concerns. Years ago, when I bought my first HTC desire, when I rooted and put a UK ROM on it, I discovered that my phone was an imported Thai version of the phone and almost bricked it into a reboot loop as the phone didn't like a different regions ROM being loaded on.
I had to go through a convoluted process of making a specially edited SD-card to fool the phone into accepting different ROMS. Is this the case with the Galaxy SIII or have times moved on to more sophisticated means?

Have you try other messaging apps like Hancent SMS or Go SMS to confirm that msg service is not working?
Or maybe the CSC is causing the problem?

Open the stock messaging app. In its menu go to settings. Check that there is a number recorded under message centre. If not use Google to find the number for the carrier you are with and enter it.
I'm on an unrooted phone with a stock Rom and twice messaging has stopped working. The cause was that this number had spontaneously disappeared.

- alternative messaging apps, and they're not picking it up either.
- the message centre number.
When you say CSC? You mean the carrier code? It was bought in China and fitted with a Chinese ROM, but I'll look at the ROM settings and see what it is.

U dial *#1234# then you can see your csc
CSC – (Consumer Software Customization) Refers to the specific country or carriers for that said firmware is being build.
This where it contains the default settings of each specific geographical region, carrier network providers and network data connections.

I am having this problem. It was all working fine then suddenly it stopped. I don't know what could be the cause but I fooled around with the settings, deleted old text messages and then suddenly I received dozens of text messages.
It's like my phone isn't trying to receive any text messages. It can send text messages out but it won't receive any.
I am using Omega 31.1.
Can someone help me out please?

I had the same issue,
I changed the Network options from gsm only to "Auto" mode, and apparently it worked for me.
Hi All,
I have a bit of a problem in that Mobile Carrier Billing - i.e. buying an app on the Play Store and charging it on my phone bill - is no longer working. If you will indulge me I will try and provide as much background and information as I can.
I am running ARHD - currently on 71.1.
This feature used to work, last used in February 2014 to purchase an app.
Since then, EE have upped my data allowance after I called in to complain it was too low compared to new customers. I was told this would not affect my contract length etc, but clearly they had to do something to my tariff/account on the system to up the allowance.
I have also had my mobile telephone number changed due to harassing calls. Again this hasn't actually changed my account - just my number. Both of these changes took place in March 2014.
In April, I tried to purchase an app. The payment option for "Bill to my EE account" was disabled.
I logged into the Google Wallet website and checked payment options - my OLD mobile number was shown there (twice actually - once at EE and once as T-Mobile). I removed both instances of my old number, and I removed an old debit card too. No luck, tried to pay for an app again and the option to pay by carrier is no longer even there in the app!
After checking some FAQs, I called EE for advice and to check if my account is in good standing (I know it is - but just in case they had a block on). EE confirmed they have no reason on the account to block this feature. They suggested I contact Google.
OK, nearly there! Contacted Google Wallet Customer Services - they checked the account, and again confirmed that there was no problem with it. They said to call EE as it was a problem with them!! Aghhhhhhh!
Finally, I called EE again. They have passed the case to a Technical Product Manager for him to call me back - he never did!
Today however, I wiped my phone for a fresh install of AHRD 71.1 again. My wife is borrowing it so I connected her google account in the initial setup. This time it asked though to add a billing method to her account with my number (which is ok as my SIM was still in). I accepted that and continued with the setup. Once compate, I went to the Play store and bought an app - no issues at all. Hmmm..... Seems the EE account is ok then??
I decided to call EE again about this and spent 30 mins on the phone with a chap in the Technical department. He had actually never heard of the option before, but I explained the situation and that it was now working with another Google acount but with my SIM. He checked and found the "product" needed for this to work on my account was setup, however he refresed my SIM with the data again just in case. Phone off for 10 mins to allow the update. I reflashed again and this time used my account - still no "add payment method" screen in the setup wizard and still no option to add the phone as a method when actually buying an app! Argggggghhhhhh!
The guy at EE suggested I call Google again. 30 mins on the phone to them and they are absolutely INSISTING that it is EE not them who supports this, and that they have no control over it. I tried to explain that the system worked with another Google account and asked if they could "clean" or "reset" any mobile carrier links on my account - no such luck - he tells me that they cannot do this.
The issue is really stating to pi$$ me off now. It should be a simple feature. It was in the past.
Is there anything I can try? I have root and S-Off on the phone. Does anyone have any advice? Or the tech knowhow of how the system is actually setup?

I have an unlocked Xperia Z2 tablet with ATT. The data plan works perfectly, and the tablet has its own phone number. The IMEI number is that of a phone and tablet so I have to pay a higher charge for the line and it supposedly has unlimited calls and messaging.
Here's the problem though. All of the apps that come with the device which could conceivably be used to send an SMS message or make a phone call are Verizon exclusive and require a contract with Verizon to use. I attempted to install message or phone apps, but the Google Play Store sees it as a tablet and not a phone and won't provide those and I'm unsure if any apk files would work around it. I don't need to be able to make phone calls, but I do need to be able to send text messages to the tablet and not to any other device. Simply spoofing the number isn't going to be enough. It has to have its own unique number. I know that the hardware is supposed to be capable of doing that, but I can't seem to get anything on it that will work.
What are my options? I know once I get it properly rooted I can delete those apps, but how do I get them replaced?
Also, something I'm curious about. The only 4G bands this is tablet gets on the AT&T network are H++. Why doesn't it go any higher for the latest high end tablet?
EDIT: I used this tool(I'm not allowed to link anything here, even though I was allowed to link in a previous post?) to download the APK for handcent and then moved it to the tablet and installed from there. It had no problem installing, but when it asked to be made default it got stuck in a loop trying to allow it. After I eventually selected to skip it said certain features won't be available until it is default. (I hated the whole default thing that was added in 4.4. On my phone it keeps me from using multiple messaging apps properly) and I was able to SUCCESSFULLY send a text! I checked the phone and it was send as an SMS message from the phone number of the tablet. I was also able to reply without any problems.
The only issue now is declaring the default messaging app, which I don't appear able to do. The Verizon message app is the default and probably locked itself as such. ugh. Anyone have any suggestions?
Oh, and it told me "Voice calling not supported" so I don't know if the tablet itself is incapable of making calls or if it's another bug introduced by Verizon.
Although I don't often need SMS functionality from my tablet, I have noticed that for the last few months I can no longer send text messages.
It used to work - I have GoSMS installed and can see messages I sent in January. After talking to O2 UK for over an hour, I took a trip to my local store, where they tested my SIM which IS working fine - when it's not in my N9!
I tried a factory reset.
My tablet is locked and not rooted. I updated to 5.1.1 from the image on Google's site.
Sim does work in other devices.
Is no one else having problems sending SMS on their LTE N9 then?
I thought I'd update as so many views of thread.
My O2 sim works in any device EXCEPT my Nexus 9. Data Works, but no SMS.
Any other Network sims work in my Nexus 9, so it's not a problem with tablet from what I can see. I think something must have happened when I rooted the device when on Android 5.0.2. Device was then unrooted and bootloader re-locked (only do this on stock roms!).
Got a new sim on the way. Will update soon.
reverted to 5.0.1
So I decided to flash 5.0.2 - nothing changed, flashed 5.0.1 and bingo! It works.
I then let tab update to 5.0.2 - still working
Then let it update to 5.1.1 - FAIL - data works, but no sms
Update:
After RMAing for screen problems, the replacement I got connects to 4g fine, but still no SMS or MMS.
I sideloaded Google messenger, when I send SMS it says 'Can't send message using CARD 1: Error -1
MMS says 'Service not activated on network'
O2 have sent new sims, reprovisioned the tablet, but still nothing Is no one else having this problem?

Nope - no solution. You have this problem as well?
I'm on Android N preview 2 now and was hoping it would be fixed, but it's not. Still the only way I can send/receive SMS is to downgrade to Android 5.0.2
