I do a lot of video calls, So I need video calling in Custom ROM. Presently I am MIUI 7.1.5 there video calling is working seamlessly. But I want to shift to RR M ROM but not sure whether video calling bug is rectified or not. Can users of RR, or any other ROM guys let me know the status of it?

3G-videocall must suported from u provider.I am with this rom and i can make videocall.From setings u can choosе 3G, on this screen http://tael.iimmgg.com/image/1fb224b715a6d1a6f0931a1540793aa9 select videocam not earphone and than make videocall.Also another phone must be in 3G netcovering.
U can search so many rom here that support video call, 1 of them that i use now is TAEL Rom Sense Edition

My Galaxy S2 is unrooted and it is running Android 2.3.3.
What app do I need to video call over Wi-Fi? I've tried Skype and Google Talk but I cannot find this option?
Do I have to update to Android 2.3.4 to enable video calling via Skype or Google Talk?

Correct..... in theory you should be on 2.3.4 to use video on google talk, however, you can install a custom rom (needs root) to have this on google talk feature, I dont think you can use google video feature without root at this time in moment until 2.3.4 is released..
I use rom "lightning" that has this feature, never used it tho because everyone I know doesnt have it ..
Also what was not mentioned:
Skype on Android does not yet support video calling (except for the htc thunderbolt).
Currently you have two good options I think:
- Root your phone. Then either apply a custom rom that already has the latest google talk app included that supports video calling or install the latest google talk app yourself (without custom rom).
- Try out Tango. Among the video calling apps that are available on Android this seemes to deliver one of the best video quality. Alternatively you can give Fring a try.
Skype has video calling with the samsung galaxy s2.
Open Skype, Then touch the menu button on the phone, press settings, then scroll down to Video calls and check Eneble video calling and adjust the setting for it.
It works, I use it. Enjoy.
I've had issues with youtube on aokp/aosp roms. All the videos, even on hq and on good wifi speeds have been blurry on all aosp/aokp roms. It's not a big issue but it's really frustrating and annoying when I try to watch a video from the official application and they're all blurry but they work just fine on the samsung based roms.
Does anyone know if there is some sort of fix, except for running a ****ty 3rd party application bloated with apps/missing functionality from the youtube 5.x update?
ANY NOUGAT ROM WITH VOLTE VIDEO CALLING FIXED??..............many developers are not paying attention to this issue and (screen cast issue also).........these bugs are not even mentioned in many ROM openings

Volte video calling from stock dialer is available in latest RR -5.8.2. But i never tried video calling.

yes the option is available in every rom but the other party sees black screen when we call
I'm having video lag during whatsapp video calls front cam works perfect the problem is in back cam only and there is no issues with Oreo roms but with all the pie roms I'm facing this issue . Is anyone else having this issue. please help

U can't do a video call if your camera2Api is enabled...
If u wamt to fix it..just disable camera2Api
But after that u won't be able to use google camera
