That's not the problem whatsoever, as he have a low battery percentage and that's how batteries work. When charged it's 4.3-4.4V and when they are put to use, voltage slowly falls to the cut-off point which is 3.7V on most Lithium-ion batteries.
The issue that OP have may be related either to an insufficient cable or software issue. I would recommend to charge while phone is turned off to see if QC works and if so, factory reset the device or change the rom.

Just woke up and my phone is boiling, especially touchscreen and battery. Its not switching on, I left it on charge like I do every night.
Just to let you guts know, never flashed or rooted my s2. Its still on 2.3.4 with kernel 2.6.35
Turn the phone off remove battery and let it go cold .
Then connect to Samsung charger and see what happens .
Problems
One factory reset after backing up data .
Two try a another/new battery
Three return to service .
jje
Try with another battery, I'm pretty sure that that will help

We've had it happen when a app has "hanged" and not closed on Gingerbread. Haven't had it happen yet on ICS *touch wood* .. phone gets hot and huge battery drain quickly.. even while on charge.
Maybe a recent app you have installed has caused the hang?
leaving your battery on charge overnight is NOT the problem
I posted this few days ago, I'm having another problem now, unsure if its linked to this. But occasionally when phone on charge, I'm getting a pop up notification saying 'battery paused, temperature too low or hot'
This happens regardless of the battery or charger. I've taken screen shots of they help. Battery temp is 67 with condition over over heating. How do I solve this

Bump, anyone?
Have you a bumper on the phone or other case protection ?
Depends on which battery I use, if its the official 2000 mah battery then I use a cheap £1 mesh case. If its the standard battery then I don't use any. The extended battery is now charging.
A friend with a phone shop told me to warm the batteries up before putting them on charge and to my surprise its worked, weird since batteries were saying over heating
I recently installed Semi 17 Rom on my SII. I noticed that the charge rate according to ELIXIR2 is around 640 mA. I've updated to AJ's latest kernel, and it's still the same. I downloaded extweaks, and 650 mA is the highest setting available. How can I change this to a higher rate, and should I?
I was previously running unnamed, and I know the phone would charge at about 2000mA. I seem to recall that a lower charging rate could cause a problem while using navigation and google music. I had a car charger that only charged at about 500mA and it could not keep up while using these two apps.
Any help is greatly appreciated.

You can not make this phone charge any faster, this has been well documented.

OK. So I went back to Entropy's thread on his DD kernel and did some more reading. Then I flashed back to unnamed, because I thought I might be loosing my mind, and I'm still seeing the same results. I guess this means that something funky is going on with Unnamed/Elixir.
Thanks for being gentle with the noob

I have purchased a new stock battery for my i9100. Are there any operations needed to be done in order for the batt to work as it should?
-formatting ?
-battery wipe from cwm ?
-battery calibration with store apps ?
Thanks

Take the battery out of the box. Make sure you use BOTH hands!!
Place the battery INTO your SII, and be sure you don't have an iPhone or another non-SII phone!!
After this TURN ON your Samsung Galaxy SII I9100-cellphone, and - like magic - you'll see it works (if not, charge it ')!

Just use the battery, no need to do anything else If you think (first test it) it behaves weird after a while charge your phone till 100%, turn it off, take out the battery for a minute, put it back in and boot your phone. It's a simple way to 'calibrate' your battery.

I've been experiencing the same problem with my SGS2's battery and noticed that it is getting bloated. I purchased a new one to prevent severe damage on my mobile phone.

I have the stock CM10 rom installed, and it usually does something like this that only lasts for a few days and goes back to normal. But this has lasted for almost a month now. As you can see in the pic, sometimes its says charging but doesn't "gain" energy, and when it does in drains extremely quickly. When it is asleep or turned off it still drains. I tried charging it with a different cord, then with my computer. Then I tried using a GS3 cord & adapter, it charged faster, but I couldn't tell how fast it drained since I wasn't using it.
Do I need to replace the battery? If I do, will it cost a lot, because if it does I'm just going to get a Note or DNA....
Try using a battery calibration app, people say to use it when you flash a new rom. Also, it might be an actual problem with the battery itself. Try getting a replacement battery if so. But then again, before you do that try going to stock and see if the problem is still present.

once it charges I'm going to see if that will help. and my son deleted my stock rom (long story), so I'm stuck on jb/ics.
Also its recommended after you calibrate to drain the battery to 0% and then recharge to 100% afterwards. And as far as the stock rom goes, you can restore using Odin and download mode

wow it worked, the battery lasted from 5:30 to 7:10, a new record since I ever brought the device

Slow charging issue.

I have tried with my Samsung's phone charger (it is also 5V 2A), but charge rate remains same. Maybe my phone's battery going weak. But it's not even 2 year. It will in Nov.
And one thing more, actually it get fixed today after updating device. It charged at normal speed (an app showed 45% per hour), I usually don't use that app but I use it now to check charging status.
But now, it became again that slow. (App showing 12% per hour. 7hrs to full charge)

i don't think is a battery issue. also my battery is two years hold. i suggest you the original xiaomi cherger with a new cable. a more power charger is not compatible with mia3 tecnolgy. maybe the result can be a slow charging. are you on stock or custom rom? if you are on a costum rom probably is a software problem.

same problem here, but seem resolved with last update. I think it was a loading kernel module problem. the charger is good and the battery too. this is a kernel bug
