So I noticed it says this phone has 16gb of memory, but when I look at the phone storage it says 9.75gb total and internal store 2gb. Is this another memory thing like the desire z / g2 having 4gb of memory but only 1.5gb user accessible?

Theoretically it's 16... Then they partition for the OS and read only files. All storage devices are the same way.

The phone is branded, and out of the box I found already installed in it Android 4.4.2.
After having stopped and disabled the unwanted brand apps, I checked the resources and I had a bad surprise. Considering that the specs are 1GB of RAM and 8 GB of ROM, I have only 240 free MB of RAM and 3.07 GB of ROM available. And I haven't even installed any app or started to use the phone. Is it normal?

Yes it's normal. The 8 GB storage is divided in two partitions, 4 GB each. One for the android system and one for apps, music, photos etc. The pre-installed apps are using 1 GB of the second partition so you have 3 GB available.
As for the RAM many apps start running by default when the the phone boots (keyboard, dialer, sms, maps, weather etc) and the system automatically stops some of this apps to free RAM when needed to run other apps.

this makes me think that kitkat is very eager of resources, so how is it possible that you can find kitkat also in devices with only 4GB of ROM and 512MB of RAM? considering that my phone has 8GB and 1GB and more than half of both are already taken by the system....
One more question: the used RAM memory is 523MB (even if the processes in the list of the active apps do not reach that amount of occupied RAM at all), and the free RAM is only 240MB... so where is the rest of memory necessary to have a total amount of 1GB??
Sorry for such a kind of questions, maybe the everyday experience with the device is still satisfying and one should not worry about this stuff (yet I don't have a direct comparison with previous android versions in my device), but I simply would like to understand if everything is ok or maybe I need to changes something to have the best possible experience with this nice L9 II.

The devices with 4 GB ROM have about 1,5 GB available for the user which is obviously not so much considering that many popular apps are taking up to 100 mb and if you use a GPS navigator the maps also need some hundreds mb of storage to be downloaded on your device. Add to this the frequent app updates and the photos/videos you shoot with the 8MP/1080p camera and you will be out of storage.
I think that 8 GB is the minimum you need to have the best experience with a device like the L9 II.
I have no idea why the rest of the 1 GB RAM is not showing (that's happening on my device also), maybe someone with more technical knowledge could explain this. Anyway, as far as the device works fine (and it does!) there is no reason to worry about.
I want to have a new micro SD card ready to go when I pick up my V30+ next week. There are some decent deals for 128GB cards at BestBuy and Amazon. I have tried searching for the info but haven't had any luck finding the maximum read and write speeds the LG V30's micro SD slot is capable of.

They are essentially the exact same card, just different branding due to when they were manufactured. Same specs and all but the EVO Select seems to be the newer of the two where the EVO Plus has been around since 2015. If the V30's micro SD card slot isn't capable of 100MB's read and 90MB's write, then I may as well go for something cheaper and slightly slower and save $7.

They were trying to determine whether the LG V30/V30+ had UFS 2.0 or 2.1. It has UFS 2.1. (Earlier this year, Samsung shipped some S8 phones with both standards -- the Snapdragon S8 got 2.0 while the Exynos S8 got 2.1, while all chipset versions of the S8+ got 2.1.)
But several websites have done thorough reviews and have stated what's inside the V30/V30+, including exact components...

Just used the A1 SD card speed test app. LG V30 - Samsung 128GB Evo Select formatted as a 'removable' storage device - did the standard 4GB size write / read test twice without closing apps etc (so bit of a real life test) and once did reboot (waited 5 minutes before launching), ran the accurate test (does write, then reboot again with another 5 minute wait, then does read):
Test 1
Read - 64.01 MB/s
Write - 35.38 MB/s
Test 2
Read - 65.25 MB/s
Write - 33.13 MB/s
Test 3 (accurate test)
Read - 60.56 MB/s
Write - 37.63 MB/s
Based on other benchmarks I have seen for this SD card (~95 MB.s read and ~70 MB/s write), it does appear the V30 is not able to get full speed out of it.

That should be enough to handle 4k and pictures being directly written to the micro SD card. You will want a card that is better than those speeds but there isn't any need to go for anything super expensive that are rated for super fast performance.
Found Out Too late..
While the measurement numbers are great info - I didn't need to run a test, I noticed as soon as I tried to play some PSone and PSP games. Any game with heavy disc access while trying to play (sports games especially, due to commentary) stuttered like I was running them off of an external USB hard drive. Move the game to internal storage and (obviously, from the benchmarks, above) no trouble at all.
This is disappointing, as I picked up this phone expressly due to its specs for playing games (It was on sale, and replaced my cheapie Blu phone). Not the end of the world; I can move games to internal that are particularly problematic, but rather annoying and ironic, as the games most affected are the ones taking up the most space, requiring the extra MicroSD storage...

Go AOSP/non-Stock, format microSD to ext4, flash custom kernel and see how it changes things,
write speed will be improved by 100% (so twice as fast), read speed approx. around 10-20% (or more) compared to exfat.
Also custom kernel got general speed improvements so that might make a difference - haven't tried running anything particularly heavy off the microSD though.
That particular thing is probably the reason why Android/Google doesn't recommend using microSDs - it can really degradate and mess with experience/fun at times

Thank you for this info! I will definitely look into it - Although I just ran a few tests of my OLD phone, (A Blu Vivo 2(?) XL(?) - I forget), and it's read time from the micro Sd is atrocious, like 32 read and 24 write, and yet it plays PSone games just fine from the Micro SD - the SAME Micro SD that the LG V30 is stuttering on (and I've tried a drawer-full, now) - which leads me to believe it's some other type of bottleneck. After all, an actual PSone cd only reads form 150 to 300 KB (not MB) of data per second. Even with a single emulator emulating individual autonomous chips, there should be headroom, I would think, to keep things going.

So I have been a Huawei Nova 3i user since october 2018, and i've been in love with this phone ever since.
The phone comes with 4gb of ram but for some reason I was never able to use it all, I always had around 2gb free give or take. However that was not a problem since the I'm never a heavy multitasker, and my apps worked fine.
However now I'm starting to notice that some apps most, notably Chrome, are starting to refresh after just opening file explorer and google photos.
PS: I have updated my phone to official android pie two weeks ago however i don't know if this problem is new or if it's pie related and i have only noticed now.
For more information:
**Before this problem:
System ram: around 1 gb
Apps ram: around 1 gb
Free ram: around 2 gb
** As of writing this:
System ram: around 1.7 to 1.9 gb
Apps ram: around 700 to 600 mb
Free ram: around 1.5 gb which for some reason the phone still refuses to use.
So any ideas on how i can troubleshoot this ? It's not an urgent issue ofc the performance is still great no lag and no stuttering, it's just annoying to have chrome refreshing all the time.

The tablet can be considered as heaviy outdated, when it comes to run today's apps/games.
IMHO it's not ready to get its Android upgraded to Android 5.x, this because tablet's hardware doesn't match the minimum hardware specs Android 5.1.1 and higher itself and apps / games require. Take note that Android 5.1.1 OS exclusively needs ~500MB RAM.
For example,
PUBG Mobile exclusively needs at minimum 2GB RAM and 2GB free storage space to run at lowest possible settings,
Call Of Duty Mobile exclusively needs at minimum 1.5GB RAM
Legends Of Lanterra exclusively needs 2GB RAM & 1.2GHz quad-core CPU
and so on - the list is endless ....
