Such a screen is originated by BootLoader
FYI:
When you turn on an Android device, it checks the operating system to make sure it's safe to use. This means the code comes from a trusted source and hasn't been changed or corrupted.
If your operating system could have a problem, you can get a warning message that brings you to page g.co/ABH what you should visit.

Damn, it's very similar to that except with a <!> instead of the triangle and without the explanation or press power to continue.

Unless you enabled USB debugging, means you can access phone by means of ADB, you can nothing do, IMHO.

This is weird. Why would an application use power even though it was never ran? Look at the screenshots, the game "cow vs. alien" was never started after phone fully charged, yet battery stat shows it used a whole lot of power. When I click on it however the usage info is blank, just like it never ran.
This is not the first time something like this happened too, had a few other programs do the same thing.

Hello,
I am attempting to flash my Sony Xperia M phone, to downgrade it from 4.3 to 4.1 (in order to install a custom ROM).
I have downloaded two versions of the 4.1 OS, but neither appear to work.
The problem is, the progress bar indicating how far along the Flashing process is, is stuck at one point forever.
As I understand, it should take only a matter of minutes, but I've left it going for hours at a time, but it never completes.
There seems to be something wrong with the software, or the OS I've downloaded, or the phone itself. I have no idea.
If you are able to suggest ways around this problem, that would be appreciated.

I have a 2012 Nexus 7 and it has a really weird problem, when it boots it goes to this screen and won't do anything if I click start. If I go to recovery mode, it says Booting Failed in the top left, it seems that android is removed, but I'm not sure. Sorry for bad picture quality

Looks like you will need to try and restore by flashing the original factory img files.
Guide: http://forum.xda-developers.com/showthread.php?t=1907796 (hint, skip all of the SDK stuff for adb and fastboot and just use this - http://forum.xda-developers.com/showthread.php?t=2317790) . Also, make sure to grab the same update or newer, for best results.

My bad I read the message wrong, did you unlock the bootloader? Android pay not working is normal for an unlocked bootloader.
Although mine says "and cannot be trusted" not "and may not work properly"
Was it used? And assuming you didn't unlock the bootloader or buy it used in this state, I'd get in touch with Lenovo/Moto
I have the exact same error. There are pages and pages of occurrences on Lenovo's support forums. This is not user caused and has been happening to phones with no attempts to unlock the bootloader and/or root.
If you have a Verizon phone, there's a fix. For all others, needs to be sent out for a cable reflash. I would love it if someone came up with a fix so I don't have to send out my phone, but haven't seen anything yet.

My trusty old dell venue 7840 decided to turn into a brick overnight.
I use this to control my drones, so its pretty important.
When i tuen it on, it goes straigt to the recovery screen.
The I get the dead android guy.
If I hit power and up volume I can get to the menu to perform certain items, but i will tell you "factory reset does not work at all".
I have read all of the threads about unbricking this, and have has zero luck. any attempt to reflash returns an error.
I have added some pictures, and as you can see. nothing has worked.
Is htis a brick for throwing or fixing? can anyone help???

Yo, If u still want to find a solution its your pc that hasnt activated unsigned driver Installation via windows pc > restart > hold shift > and F7, then try again flashing
