All calls only connect to "Emergency Number" - Redmi Note 9S / Note 9 Pro (Indian Model) Question

Hi,
Did anyone come across the problem that when you insert the SIM card, the carrier is found, data works, but when you try to dial any number, the phone app only connects you to the "Emergency Number"?
I did test the SIM card in a Redmi Note 4 and Huawei Y550 -> calls and data works fine.
The problem on the Redmi Note 9s started "out of the box":
-stock FW MIUI 11.0.7 -> carrier detected (3 Ireland), data works but any dialed number goes to "Emergency Number"
-unlocked BL and installed LR TWRP, then crDroid -> data works but calls only to "Emergency Number"
-installed MIUI 11.0.9 fastboot with MIUI flash "flash all lock" -> data works, no calls other then "Emergency Number"
-installed MIUI 11.0.3 EEA (flash and lock) -> data works, still no calls...
-unlocked BL again and installed LR deep and EvolutionX -> data works, all calls to "Emergency Number"
I did test also SIM cards of Vodafone Ireland, eir and lycamobile Ireland. These cards work in other mobiles, only in my Redmi Note 9s calls are not possible other then to the Emergency Number, while data work just fine.
In Settings/SIM cards & mobile networks/Default Settings "Dial" and "Internet" are greyed out, "Dial" is locked to "Not set" and "Internet" is set to "3". This is the setting in MIUI 11.0.9 and similar with the other Roms.
In Settings/Apps/Manage apps/Phone is the default "Phone" app. (MIUI 11.0.9, similar with other ROMs).

at least I found a partial fix for MIUI 11.0.9, tested with prepaid and billpay SIM of 3Ireland:
- both SIM work in my other mobiles Redmi Note 4x mido (LOS 16.0-20200407 official) and Huawei Y550 (LOS 14.1-20190912 unofficial) BUT when checked in Settings/Network& Internet/SIM cards/SIM slot 1 the operator name and the number are unknown and not accessible to be modified. Nevertheless both SIMs work fine in these mobiles for calls, messages and data.
- in the Note 9s with MIUI 11.0.9 the SIM cards DON'T work "out of the box". After the first boot data work, but all calls are "diverted" to the "Emergancy Number" 112/911. In Settings/SIM cards & mobile networks/SIM CARD SETTINGS and "clicking" on the SIM1 or SIM2 symbol it is possible to enter the international format (e.g. for Ireland "+353xxxxxxxxx") in "EDIT SIM INFO/Edit SIM card number". In the field above it "SIM card name" the operator was displayed corectly, for the bill pay SIM "3 IRL" and for the pre pay SIM "3". After assignig the numbers to the SIM cards calls are now possible, with ONE EXEMPTION: calls to the Customer Service number 1913 are diverted to the "Emergency Number" 112/911. If you are with 3Ireland, you can call 083 333 3333 instead of 1913.
- I did it this way:
1. Fresh boot of MIUI 11.0.9 (installed MIUI fastboot ROM with XiaoMiFlash), with the prepaid SIM (registered number with the Mi account), entered my google account and Mi account during the "MIUI 11" setup,
2. entered the number in "Edit SIM card number" and calls where now possible with this SIM exempt the 1913(see above),
3. turned of the Redmi Note 9s,
4. put in the 2. SIM (this number was not asigned with te Mi acount) and turned it on,
5. during the boot process, the change of the SIM was recognised and I was ask to register it with the Mi account and to enter my password,
6. entered the number in "Edit SIM card number" and calls where now possible with that SIM exempt the 1913(see above),
7. turned off and placed both SIM in the tray and rebooted:
Now call, messages and data work on both SIMs.
After that i did install LR TWRP and crDoid and now both SIM work even that they are displayed with Operator UNKNOWN and Number UNKNOWN. Still the calls to 1913 are diverted to 112/911(see above).
Unfortunately the wlan0 in cDroid is not pessent and WIFI and Hotspot are not working.
So I did install the CUSTOM xiaomi.eu Rom (11.0.9,curtana) and here both SIMs work and the Hotspot
