To backup your EFS & NVRAM or to modify band settings, you need to enable Qualcomm's modem diag port. This usually requires root, but it seems that there's a built in system app that allows you to toggle this capability directly.
To enable diag, enter ##3424# in the dialer, and press the "Diag port' checkbox in the popup. Then, you would need to install Android HS-USB Diagnostics AF2E driver, which is also attached below.
The phone should now show up under QPST, and you can dig around policyman in EFS explorer & also create xQCN backups.
Have fun!

Thanks, I'm thinking to buy the variant Revvl 5G, as I see the step you uploaded you can make backup EFS and NVRAM and then you can also rewrite, which means you can unlock to use sim card from other country.
Surely the group of unlock box as Sigma Box and others, should be working on the way to make it unlock on the network

in the dfs port manager when you click on your port you are supposed to see a bunch of numbers and or letters that is your device name under devices online. Then you are supposed to click on it to connect to the note3. Each modem connects differently to the computer so try an older one. I'M using m13 modem and Ive never had a problem. some of the newer ones will not let you connect.

No was not able to write after update
I have figured out the issue which has was with the program not the phone or update
The whole phone seems to be in some sort of "simple mode", most applications like play store are non existent. The settings seem to be much simpler, without options such as "install from unknown sources" etc. I can't even enable bluetooth or browse my files. I wanted to enable USB debugging to flash a new costum rom, but I can't turn on the developer options.
I also cannot enter the fastboot or recovery mode.
Please help.

I just bought one too, hoping to replace my now aging BQ Aquaris X5 as a daily driver ...
It's really frustrating - it's like the OS is crippled/locked.
Power + Vol Up loads up a different Android OS, requires a f*****ng long password which you set after factory reset for full-disk encryption ...
There is no fastboot, no developer options, a lot of things are restricted.
The phone just beeps and reboots if you try to enter any system mode using key combinations.
I have a Moto X Style/Pure, which I unbricked using a loader image on an SD card to boot into fastboot/recovery, can the same be applied here? It's not as if it's hard bricked ...
Can anyone with a working BQ Aquaris X/X Pro create a loader image? Thanks in advance!
Looks like the bootloader has been overwritten with something custom. People around the internet suggested it's EncronChat OS or EncronSomething.
Anyway, if I can boot it in EDL I guess I'll be able to force flash anything.
I can order a "deep flash" or "EDL" cable from AliExpress, but there's a chance it might not work as other people have reported.
Does anyone know where the test points are located?

Maybe try copying to PC and then edit. Then rename build.prop on the phone to build.prop.old and then copy the edited build.prop back to phone.
Resolved!!
1. reboot twrp recovery
2. mount system
3. advenced - file manager
4. copy and paste
data - media - 0 - download (mod)
to
system - system (original)
5. chmod - 644
6. reboot system

You can turn it on, but it won't work. The phone has to be supported by the wireless provider. Calls sound clear to me without volte, but that may depend on your location and provider.
It varies from region to region.

Patch based on Korea Telecom (KT, SKT, LGT)
It may not apply in your area.

1. Connect your phone to your PC.
(usb debugging)
2. Open the adb window and type the following command.
#########################
adb shell
su // Permission window appears on log phone screen. permit
setprop sys.usb.config rndis, diag, adb

When you're done typing,
My pc-Properties - in Device Manager
The port is recognized as Qualcomm.
3. When you run qpst explorer, the port will open.

I have an android managed device with mt8163v chipset. It's from a big company, and it's custom built so there is no brand name or model. It has a slimmed down settings menu, and is highly restricted, so I'm unable to turn on USB debugging.
The hardware is decent and I'd like to be able to use the tablet...
Downloading apps to the device for rooting etc.. is not an option. It's not connected to the internet or any provider.
I have successfully got the device to talk with sp flash tool. I downloaded the scatter file from here
However, after about 45 seconds I keep getting the error S_FT_ENABLE_DRAM_FAIL (4032)
My guess is that the scatter file is incompatible with the device? I just want to completely flash the firmware, I don't need to keep anything on the device currently. Does anyone know how I may be able to create a scatter file without usb debugging enabled?
Or ANY other solution that may allow me to get past this brick wall??? Thanks!

Would you mind elaborating? I'm a bit new to this realm of tech. When you say the "Preloader inside flash" that I want to flash, what exactly are you referring to? The scatter file? Because there's only two options in sp flash tools that I'm aware of:
1.) Download-agent
2.) Scatter-loading File
Are you referring to either of these?
Also, when you say "download correct firmware" are you referring to the scatter file as well?
And please note that as I mentioned in OP, this device doesn't have a brand. It is custom built for a company to be secure. They only used it for in-house stuff and updated it via a company kiosk. Therefor, I can't just download firmware etc from any manufacturer.
Is there any generic/stock firmware for this chipset that will just override whatever is already there?
If there is any way for me beat this thing, please point me in any direction that may be helpful.
I have considering connecting via UART, as I can clearly see exposed uart pins on the board. Any other ideas greatly appreciate as to where I should move from here.

Okay thanks, interesting read. So, I guess what I need is to be able to extract the firmware that is already on the device, and hence creating a new scatter file? The problem with this is that I can't seem to find a method for doing this without enabling usb debugging, which I'm unable to do.
Are there any drivers / methods that would allow me to communicate with the device using adb / fastboot that don't require usb debugging to be enabled?
Also, is it possible that firmware for some other device that uses this chipset may work? If so, I'll start downloading all the mt8163v firmware I can find and see if any versions work... Thanks again.
You may try this method to root your phone and if it was successful you make the relevant changes to Android's system file named buid.prop.

Can't install apps on the device.... That's kinda part of the premise of this whole thing.
As the title indicates I am currently in the process of rooting my LG V60 Verizon Variant. However, I am running into a issue when using QFIL.
I am following the V60 Bootloader Unlock and Magisk Root by crimsonrommer: https://forum.xda-developers.com/t/v60-bootloader-unlock-and-magisk-root.4358785/
Here is steps 1-5 from the guide:
If you already have it unhidden go to Developer Options under Settings -> System and enable OEM Unlock as well as USB Debugging. If you don't see Developer Options go to Settings => System => About Phone => Software Information and tap Build Number until it either asks you for your password or says you are a developer at the bottom. Verizon Users: You will not see the oem unlock option, we will fix this later in this guide.
Get it into 9008 Mode: (This may take several tries)
Make sure you are connected to your computer via USB.
Hold Volume Down and Power until it shuts off
Now here's the tricky part, as soon as the screen turns off, immediately start tapping volume up quickly, but do not let go of volume down and power, if you did it successfully you will see your screen is off but it appears either in Device Manager or Windows plays the Device Connected sound.
Open and Configure QFIL as shown below:
