I agree GCam are best but not all GCams are good,
this one is made to put low stress on cpu and is capable of good shots in light but in dark it struggles altough using NightMode gives good colours but the stock one better.
since it is in starting stage many upcomming versions of GCam Go will sport features and it will take time to come.

I just got my note 3 pro and I really like the device and I have no problem with using MiUi, but I have considered to maybe put cm 13 or 14 on it. I have heard that the kernel that Xiaomi have released is old and outdated and never version of the note 3 might come into some problems. Is that true?
What about the camera on cm is it as good as on stock?
I've been using CM 13 from the moment I got this phone and it's the most stable rom for me. As for the camera, yes it is better than stock since it lets you record 720/1080p at @60 fps (even 4k at 20~fps), while the camera on MIUI is limited at 720/1080p, only at 30 fps. If you decide to flash official CM 13, you could try flashing Radon Kernel which probably has the most features so far ("double tap to wake" recently added!). Make sure you read the instructions first since this kernel is NOT compatible with every custom rom, but it will work for most of them.

What about flash. Is that working? In other phones when using cm the flash would come on to later or early making it impossible to use the camera in low light situations.

Works fine, but the camera on this phone is generally terrible in anything except direct sunlight anyway.

Flash works just fine, but as "banana_bender" mentioned, don't expect any decent results in low-light situations, especially for 60 fps recordings.
In terms of photo quality, I think MIUI camera performs better than CM and other custom rom camera's. It's the reason I'm still using MIUI.
I like the CM 13, but the sound quality. I too low.

u can flash oos cam in any rom. everything works except beauty mode
A lot of the new ones do. I'm using Purenexus right now with it and it works well, they even have the correct/working zip of the OOS 3 camera. The only thing that doesn't work is beauty mode, the rest is functional.

The battery life has been better than any other rom while everything is actually running smooth. The phone easily gets through 15 hours with 3 to 4 hours of screen on time. Very little standby battery drain. (and I don't use Greenify or Powernap or anything like that anymore). It's also the only rom I've used that literally everything works which is a first. There's usually something wrong that the developer doesn't want to recognize..
Bro there is difference between Camera App and hal. An app can be esily installed but a hal needs to implemented in the deepest core of a android system. I also want a list of nougat roms based off oos camera hal, if someone can provide please...

Battery friendly is relative. It depends on your use, and you can tweak the kernel settings or use a kernel custom to correct things.

So Devs and users as we Know that Custom roms always decreased camera quality in device so I want to know it happen with note 7 pro custom roms or we are getting quality like stock camera because this phone camera beast in budget smartphone so give your feedbacks?
Photo quality is not more different but video quality and stabilization are big difference in custom ROM I can easily record 120fps full HD videos with EIS no shaky videos I have tasted this its incredibly better than stock miui camera..

All that custom ROMs have Stock snapdragon camera that van able to record 120fps slow as well as Normal Video high 120fps..

I just switched to K50 Ultra, is there anyway to fix camera crashes on Global ROM (very helpful if u post a link for GCam or something) - or unlock FPS for games in EU ROM? I notice its locked on 30FPS in almost every games.
Does EliteROM a good ROM for daily use?

Use Xiaomi.eu or Elite ROM. I don't know why you flashed Global ROM from Xiaomi 12T Pro, because these devices have completely different cameras, so camera will not work in Global ROM. Plenty of games have an option to unlock more than 30fps in settings, have you checked?

I did check, but most of the game like PUBG, AOV all locked at 60FPS...

Unlocked more than 60 fps in games offers "gaming" phones like ASUS ROG or Redmagic, Xiaomi doesn't have this feature. You need to use magisk modules which can unlock more fps in games or use Elite ROM which has built in unlocking 90 fps in PUBG and CODM, (you can find it here) but I don't know if AOV does too.
