Is there a way to have my S21 connect to a VPN only when I connect to specific wifi networks?

I am having problem connecting VPN over AT&T's 3G network. It will log-in and get IP address from VPN server. VPN server shows it is logged in. Connection stays connected.
However, I cannot access any resources over VPN connection. Cannot even get into router. (I'm running VPN server in my router running DD-WRT).
Tried pinging router from terminal, no response.
It works perfectly when I'm connected using Wi-Fi.
Any idea what is the problem and how to fix?

everytime my vpn is on, my other devices connected dont have internet connection at all, but if i remove vpn, the connection resumes

How could I used a secure VPN connection and broadcast it over Mobile hotspot to a wifi connection. This would allow me to take WiFi that is blocking website's and use a old phone ( in my case a Verizon Motorola droid RAZR HD) and have it connect to a VPN using the restrictive WiFi then take the secure unrestricted VPN connection and broadcast it as WiFi using mobile hotspot.
Has anyone tried using the V30 as a WiFi host (hotspot) to provide internet connection (of cellular connection) to other WiFi clients, at the same time the V30 is a WiFi client to a different WiFi network not connected to internet?
I'm thinking about using my V30S as WiFi hotspot, while simultaneously using the same V30S as a client accessing a NAS on another WiFi network without internet access.

Unfortunately no, to the best of my knowledge. Our phones only have one WiFi radio that I'm aware of (dual band is not dual radio), so only one mode at a time.
