Why can't I take pictures in 16:9 when I have the resolution set at 3264:2448?

The reason why you can't get 16:9 ratio is because 3264:2448 is 4:3 ratio.
(Try dividing by the GCM = 816 and you'll get 4:3)
Aspect ratio is the ratio of the horizontal pixels to the vertical pixels; this means the aspect ratio is directly related, and it's not possible to change the aspect ratio without changing the total horizontal to vertical pixel count.

But I can change to 16:9 ratio with my brothers desire hd in 3264:2448 resolution.

Maybe you should read these:

And it is 5:3 (or 15:9) instead of 16:9 EDIT: 16:9 would be little wider. But becaus Samsung have 800x480 resolution, 5:3 will be max that you can go.
8M: 3264/2448=1.3333 = 4:3 (aspect ratio)
W6.5M: 3264/1968 = 1.65853659 ~1.66 (15:9 = 5:3)
And because samsung have 800x480 resolution wich means: 800/480 = 1.66666667 = 15:9 = 5:3
So W6.5M means that you now use full screen.

just to be clear, the W6.5M and 8M doesn't stand for megapixels, right?

Nope. Those are megapixels. As you can see:
3264*2448 = 7 990 272 ~8Megapixels
3264*1968 = 6 423 552 ~6.5Megapixel
Also more Megapixels dosen't always mean better camera or image
EDIT: Also I think that W means "Wide" so you can be sure that those will use 5:3 aspect ratio (or just full screen) instead of 4:3.

ah ok, thanks I'm gonna use W6.5M as i cant stand 4:3, I just hope that there wont be much difference between the 6.5 and 8 megapixels.

I also hate 4:3, because it's sound as old-fashoned as it is . And today everything are so wide. But as for 6.5M, I think that max print size will be ~11 x 6.5″, so i think it will be enought (at least for me).
EDIT: if you want 300dpi print
Just divine by dpi:
3264/300= 10.88 inches
1968/300= 6.56 inches

[Q] DX2 Wallpaper Quality

Whenever I get photos off the internet with higher resolutions than 1080 x 960 and crop them to that resolution they come out a little blurry. I've seen other wallpapers that were very sharp so I know its not this display. Should I crop them to the correct aspect ratio then scale them to 1080 x 960 or what? A response would be much appreciated.

You want to crop them, not scale them. Scaling them will distort and compress the pixels, making it lose quality. Your probably saving the jpg at a low quality, save it at 100%, it really won't hurt anything .

What is the Note's display

i was told its not 1080p but its better then 720p ?

Slightly. It just has added height. It is a 16:10 ratio instead of 16:9. Its not a big difference, and is basically the same thing between 1920x1080 versus 1920x1200.
Personally, the extra height is a plus.
Aspect ratios are a funny beast. HDTV (720p as well as 1080p or FullHD in marketing terms) is 16:9. 800x480, which I consider to be the "classic" Android resolution--it's been more or less standard from the time of the Nexus one, up through the SGS2--has a 15:9 (aka 5:3) aspect ratio, so it is slightly wider when held in portrait than a GNexus. The Note is 1280x800, so at 16:10 (or 8:5) it lies in between the two--not as skinny as a 720p phone, but not as wide as a "typical" 800x480 phone.
On a complete tangent, I miss when 16:10 was the standard for monitors. Most monitors now are 1080p rather than 1920x1200; the latter is really a superior resolution for a computer imo.
Don't forget it uses Pentile display, not RGB, so there are less subpixels than regular screens. With that said, I thought my Note has excellent screen.

1280x720 to keep the same aspect ratio
No its 1280x800, which is .625 aka 16:10, not .5625 which is 16:9. It doesn't matter though, keep your video at its original ratio, if you want to stretch the video, let the video player do it.

Picture file size?

My SGSII pictures were about 2mb in size and the Lumia is only around 400kb, maybe. The SII takes a phenomenal picture compared to the 920 and it makes me wonder if the Nokia is using a ton of compression to keep file sizes down? That would certainly explain the crappy pictures.

It's because your picture settings are on 16:9 aspect ratio and it's only taking a 720 resolution picture. You need to change the picture settings to 4:3 to get the full 8MP resolution.
After doing so, my photos are around 2MB with ISO of 100.

I am interested in this device, but I have a question about the camera.
Is it possible to change the picture resolution to a 16:9 aspect ratio (even though the screen is not 16:9)? And if so, at what megapixels count is it?
To compare: my compact camera has 16 megapixels and in the settings there is a 16:9 aspect ratio available, but at 12 megapixels which is fine.

Is 18:9 and 10 megapixels
Thanks. No P20 lite for me then, although I can crop the pictures to 16:9 myself.
I am not a fan of those new aspect ratio phones, I like 16:9 better.
