Google talk video on 3g - AT&T Samsung Galaxy Note I717

Im sure its posted somewhere but i couldn't find it. How do we get video talk over 3g?

To enable google talk using 3g do the following
adb pull /data/data/com.google.android.gsf/databases/gservices.db
$ sqlite3 gservices.db
insert into overrides (name, value) VALUES ('gtalk_vc_wifi_only', 'false');
(control-d to exit sqlite)
$ adb push gservices.db /data/data/com.google.android.gsf/databases/gservices.db
( u can do the same thing using root explorer and sqlite)

You have to use a sqlite database editor.

Sorry for being a complete noob at this but can you explain the following step in a bit more detail?
insert into overrides (name, value) VALUES ('gtalk_vc_wifi_only', 'false');
I downloaded an sqlite browser/editor and found the overrides directory with name, value but I'm not sure "where" to enter the gtalk_vc_yadda yadda to make it work.
Edit: attached an image of what I'm looking at, this junk doesn't make any sense to me.
