Maybe it is related to Play. You can try uninstall market updates. Manage apps> All> Market> Uninstall Updates.
I am getting the same thing here, I did uninstall updates, went back to "Market" instead of "Google Play Store" and it's still giving "Server Error"... I don't think it's a phone thing... I think it's really a server error in the market server. But You can still install apps using the web site of Google play store.
I have the same problem. Did anyone got it back after this error message. I'm still stuck with the same error so far.

I'm really frustrated by this. I think it's from the server side. But, when I tried Google Play using a different phone, I can access the store. So does that mean my phone is the one that is experiencing the problem? I don't think resetting my phone will solve the problem...

Then, attempt to use the built-in market app to install a fresh Google play store, which ends miserably... It still shows the "server error" message after opening it. In the end, I'm stuck with "market" instead of "Google play store".
Refusing to give up, I search for a google play store apk to manually update the market app. Unfortunately, it still shows the "server error" message. I started to give up hope on fixing the play store. :'-(

I fixed problem but you need to have rooted phone and install MarketEnabler app, here is a Google Play Server Error quick FIX http://viewoneworld.wordpress.com/2012/03/24/google-play-server-error-quick-fix - my blog post about it.
Its problem with some regional/provider specific markets/plays so you just need to fool it that you are from other region/provider...

Cannot root...
I've tried to root, and again, it failed. I've read that my current kernel version cannot be rooted without replacing it first with an older kernel (which I'm afraid to do so... I don't want to turn my phone into an expensive brick). Kernel replacing is just too advanced for me.

I feel your pain, my galaxy tab 10.1 is doing the same thing. I don't know what else I can do.

what is the exact website or blog that you are indicating? anyhow, I installed that in my galaxy tab 10.1 but still the same. I did the enable paid apps, and restore market but still no luck.

Thanks for the post but I don't believe that was the problem because Google decided to fix my account on its own. Meaning, they had the problem on the server side (I assume)

tl;dr I installed an apk that you normally have to buy (with the developers permission), and now I want to buy the app, but the market says I purchased it and gives me an error when I try.
Detailed version:
So I was chosen to beta test the boot manager application by the developers. They sent me a download link to an apk that I installed on my phone (nexus one).
The developers stopped updating the app through the link they gave me, and they only update the market apk now. I felt that I should purchase the app, to support the developers and gain the new features. I tried to purchase the app, but in the market it already says "purchased" instead of "buy". When I try to buy it, it gives me an error.
I have since uninstalled the app completely, and still no luck.
I cleared the market cache and data, and even tried using the browser market to install it remotely. It even says purchased on the web.
It's possible titanium backup attached the app to the market through market doctor, but even after i uninstalled it it still had this issue.
I'm not sure if it matters, but the app checks with the market to see what your registered email is, and then checks the developers server to see if that email is licensed before using the app. Since I didn't buy it from the market, they just added my email to the list.
What can I do about this?
Re-install the apk file they gave you, then uninstall it through the market.
Just tried that, after it was uninstalled everything appeared the same, and gave me the same errors.
I just got off the phone with a "market specialist." She said that I tried to purchase the app, but something went wrong and "the phone doesn't know where to get the app from." She handed the issue over to a more specialized department who will try and fix the problem and either get back to me for more information, or fix the problem within 24 hours. I was extremely impressed with how they handled the issue.
To anyone having this problem in the future, go to this page, scroll down, and fill out your info under "talk to a specialist" and let them know what your problem is. They did ask if I was using a custom ROM (which I am) and they said that custom ROM's can sometimes interfere with the market, but I highly doubt this is the case.

You could try detaching it from the market using Titanium Backup.

I too have this problem, but I have apps that I purchased, or got free from Amazon.com's App Store, and now that google has this massive .10¢ sale of over 10k (supposedly?) apps I want to rebuy the same apps from google (who updates much faster than Amazon).
I'm going to try to detach, hopefully it works.
If not hopefully we can figure this out as I'm sure this is an issue that afflicts many of you too.

I have the same problem with an app I purchased from Amazon App Store but want to repurchase from Google Market.
I tried detaching it from the market using Titanium Backup but that did not help.
Anyone have a solution?

Or one sure way that worked for me is to downgrade the market app to v2, even if the app says purchased, it still gave me the checkout page.

Still not finding a solution I simply logged into another Gmail account I own, and purchased it from there.
Now when there's an update to one of the secondary accounts apps I get a download refused message until I switch accounts.
It's not too much of a hassle, but it's not convenient either. :/

Basically, when you go to "My Apps" in google play, it just says "Applications and Games owned by this account will appear here."
I am unable to download previously purchased apps.
I have tried ALL the solutions on that thread to no avail.
It happened after I upgraded my Rom to a newer version (hydrogenics 23/03 to 25/03) but I doubt it is ROM related, since flashing back to the backup of my 23/03 rom does not resolve the problem.
My Google Play app is on the latest version (3.5.15) which is supposed to solve this issue.
I am really desperate and at a loss. Anyone can help?

Have that problem to, google play only shows the installed apps you bought and not the not yet installed ones. Type the name of the app in the market search bar and you can download and install it and then it shows up in the installed apps list.
At least for me it worked

The thing is, the purchased app doesn't even say "purchased". It just states the price like I have never purchased it at all.
Then when I try to "purchase" it again, it gives me a 403 error.
When I override it with the old Android market (2.3.6) it works fine.
Do note that even with Google Play in the Browser the same problem persists (Purchased apps are not shown as purchased, but purchase history is seen in Google Wallet, trying to purchase them again gives me an error, similar to what happens in the phone). Try clearing the data in google play in settings, apps, all. Load google play and close after it has loaded it and open it again. Your apps should now be visible

Haha that's the first thing I tried. Like I said, weird thing is, even on the browser on my computer the issue persists with the purchased apps, let alone the "My Apps" list.
It's so frustrating I'm about to smash the darn thing

I think it is ROM related. Paradoxxx (Hydrogenics' dev) was aware of it anyway.
I had this problem on his 29/03 version, did a full wipe (wipe data/wipe cache/dalvik/format system) and installed the 31/03 version, all was fine.

go to running app and force close google play then run it again and it will work

Wiping cache wont work. Closing the app wont work. You need to remove the google account from settings>account and sync. Then just open google play and it will ask you to login. Just login and you wont face the error ever again.

Tried to remove the account. It is saying that account is used by some app and cant be removed. I have to do factory reset to remove account. I dont want to do that. Any other way?
One more thing I want to ask. When I tried to remove account it also say that removing account will remove all contacts, messages and other data from phone. Is it true?

even more strange, in my library it returns to me i've got 2 apps purchased. I never purchased any app as I do not own a creditcard. However trying to install either of returns err por 403

Checked the net - there are LOADS of people having this issue, regardless of ROM being used - it seems to be something with Google Play itself. I saw a few different solutions being offered but none of them were being reported as being a definitive fix.
For me, it started with newly installed apps I had just paid for not showing up on the device - no icon, no entry to create a shortcut with the shell (in my case ADW Pro on ICS 4.0.4 stock, deodexed, rooted VZW Nexus). Strangely enough, when you went to the entry in Play, it showed as installed and you could actually open it from there. I got around this by creating an ADW launcher action - the entry for the actions DID show for the program.... go figure?
I tried clearing the cache and data on Play and rebooting. All that got me was no apps at all showing on the installed section for awhile until it updated. Then I was able to update one app, but still had the sam trouble with the original update that was causing the 403 errors.
Don't think there's any solution out there that truly works for anyone. We're going to have to let Google fix this one, but we should let them know - I already posted one bug report; the more of us that do so will put the isue on the front burner.

If you do a factory reset, all the data will be deleted. However if you remove the google account, the contacts synced with your google account will be shown again in the contacts list once you add the account again.
Faktory reset isn't the right way. I already did it.

What worked for me
Ok so after racking my brain with this issue I found the app I was trying to install / update (which was swiftkey x in this case) was purchased under my other email i used when Google Play was Android Market. So what I did was open up Google Play and for my HTC EVO 4G hit the menu button which allowed me to choose an alternate Google account. I originally purchased and installed my Swiftkey X on a different account than my Google Play was currently on. I picked the account I originally purchased Swiftkey X on, then did a search in which stated purchased, hit update and WAAAAAAAAAAAAA LAAAAAAAAAA!! no more error (403). Hope this helps. Seems like for purchased apps and maybe others Google will look to see which original account you installed it under. So if you were like me and started with one email account and changed it for one reason or another you will have to use whatever account the application was installed under in Google Play / Android Market for updates.
[side note] If you do not see your Google Account listed under Google Play account options. Ensure you have your phone setup for Syncing that particular Gmail account or else you will have to set that up first before proceeding.

nah... sorry, but I'm using my account for years now... never changed it in any way.
BTW, is this a form of copy protection? Does it happen on unrootet phones with original software, or only with rooted special deliveries like MIUI, Cyanogen mod... etc.?!
guys CMIIW error 403 is a problem with proxy my sugestions is try restore the old default apn and clear the proxy in setting save and reboot hope it will work

Its been going on for 2 days so far.

Mine did it tonight when I had a lot of updates. I cleared it's data and it cleared up.

Even though this is a Rezound forum, I have this happening on my Galaxy Nexus CDMA as well as my HP Touchpad running CM9
Both give me the 921 error, so it's not my phone since the TP is doing it. Probably a Google problem. Most of the time these things cure themselves.

I've had issues with the market this morning as well. Had to try & dl the same app 3-5 times in a row before it finally worked. Not saying that I haven't been able to dl, it just is more hectic to do so right now.

this is a market error not based off our phones or roms. but what seems to work for me is to clear "google play store" data and clear "Google services framework" data. reboot. then go back into market and wait. a min then try to download again.
Just tried it with 3 different accounts, 3 different phones, and tried them all with the web interface.. all not working. Lame..
I fixed my issue by reflashing my rom and being careful what I restored with Titanium Backup. I think there was app or some setting that was off for me. I did the whole clearing data thing and it never worked for me.

This fixed my error 921. I have a NS4G and just flashed CM9, but all good now.

What's really weird is saying "mines" instead of mine.
My account started having similar problems last night, and are continuing. Problems with the website and mobile apps.
I filed a support ticket, got a canned response that they received it and would reply "shortly."
Update: Just got off the phone with Google support. They couldn't resolve it, so the issue got escalated and I was told to expect a response in 1 to 4 days.
Update 2: 2 hours after getting off the phone with Google support I received an email stating that they had fixed it. After deleting the play store data and rebooting my phone everything is back to normal.
Gotta give Google credit for the quick response.

from what i gather on my google searches on the inter-tubes, it says that this error has to do with overload from the google servers. If you are trying to download the same apk several times from them, and they think you are spamming them, they will block your ip, account, or phone for a short while. Im not sure the method, but the only thing you can do is wait it out or get a hold of google directly as some users above have done.
i wish there was a simpler/more immediate solution for this as much as the rest of us.
I have the same issue after doing a factory reset from the Privacy menu.
I did a reset because my google contacts sync quit working in feb, and it never came back.
I put in my google info after reset and sync is working, but I can not get to google play/market (get 921 error), and I get google talk authentication failed messages. I have never used gtalk, but it looks like you have to authenticate to use the market.
i never have the option to clear cache or clear data.
Fixed on mine by clearing data on Google service framework app and google play app
Instructions: use Nt hidden settings to go to Application settings, then manage applications, then select all, and clear data for the above two mentioned apps, reboot and on startup try again.
This was for a NT8gb rooted with the SDRoot method.
I am having some issues with Google Play giving error 927 when updating/downloading apps.

I have faced a similar problem long back.. I have done the below steps to recover..
Uninstall updates for Playstore
Clear data for Downlaod manager
Keep the phone connected to internet and reboot
after reboot wait for couple of minutes so that Playstore update will be installed properly.. Then try updating your apps..

Problem is all of my purchased apps are attached to gmail with 927 error. Someone please help. I'm desperate!!!! I have Verizon Galaxy S4. Doesn't matter what I wipe, if I'm rooted or not, or if I try using my account on my wife's S4... All give me error 927!!!

I'm actually having this same exact problem on my Note 3. I tried changing my Google password, but continue to have problems. I pulled a logcat and posted it here in case anyone can interpret it.

What version of the play store are you running? Also, do you have the background restricted for the play store?
Try the newest Play Store if yours is not up to date. I remember the issue in my S4 and newest version solved it after wiping data and install update.

I have version 4.5.10. I'm not sure how to check for the background restriction.

Setting -> Data Usage -> Menu -> Background Data
May have slightly different way phone by phone. Also check the app under Data Usage for play store, see if background data restricted.

Ok I checked and background data is not restricted, and I have the latest play store version.
It is a issue @ Google, nothing you can do on your phone to fix it. Contact Google support. I have a support case there, and need more people to bug them, so they have to fix it.

Ok so I called Google Play support, and they said was they are aware of the problem and have no resolution and I should try to search the web for others having the same problem and see if the found a fix. WTF....

Yes its the same account I've had going all the way back to the first Android phone. It has gotten better. I ODIn'ed back from a 4.4.2 ROM to a custom 4.3 ROM and my market works most of the time. When it starts actign up I usually have to clear data/wipe caches, restart and wait a bit for it to resync my account. Kind of a pain, but working most of the time is better than none of the time.

How are the Play store on the web working for you when signed in with the account you are having issues with. For me I have trouble loading in anything @all. Especially the top list, and my purchases.
I believe there are issues with older accounts that did not get updated/patched with new settings after ICS update, or the 3.0+ update of their store when it became Play Store and not Android market. When I use my other account all is ok, but there I have no purchased apps.
If you want you can find the 2.3.6 version of Market and replace the Play store and you will find that all issues are gone. Now I use Legazy Play store witch can be used together with normal play. Just need to push it to system/apps on 4.3 or system/priv-apps on 4.4.
Use all this advise at own risk.

I just recently started having this issue on a stock GS4A on at&t. Maybe a week ago could not get updates and wrote it off as a busy server then realized this weekend I could not get anything new.
I tried every fix I could find on the forums and even a fix that the 2nd tier Google tech suggested (no different from the forum fixes other than including turning the automatic date/time on and off). Every method was a band-aid at best: one or two apps can come through before I get the 927 error or the DF-BPA-30 error. At least the error codes are consistent...
I honestly think this is related to the age of my account. I have had a Gmail account since 2007 or so when I believe it was still in beta. I am surmising that older accounts are on an older server or something that is having issues. I made two dummy accounts and could download anything I wanted, so there is nothing wrong with my handset or connections. The temporary work-around I am using is adding a secondary gmail account and adding any apps through it, while still using primary for mail, contacts, and calendar. I am not a heavy user, so it works, but I should not have to patch it together like this!
So- anyone who is getting this error; how long have you been a Google user? Anyone else tried "old vs new" for a cause of the error?

Ask to get your case transferred to apps division. There I got real help. They are really good. And have helped me a lot.
There are two possible methods to solve error 927 on android:
Method 1:
Go to settings>>”All”>>Select “Google Play Store”
Now Force Stop>>Clear Data>>Clear Cache
Now again try downloading or updating the app
If the above didn’t work, go to settings>>”All”>>Select “Google Play Store”>>Uninstall Updates
Again, from “All”>> Select “Download Manager”>>Clear Data and Cache
Rerun Google Play Store and install/update your app or game
Method 2:
Go to system settings>> Accounts>>Google>>remove your Gmail account
Now from settings>>Apps>>All> Force stop, Clear data and cache for Google Play Store, Google Service Framework and Download Manager (like in method 1)
Now again go to settings>> Accounts>>Google>>Add your gmail account
Restart your android and then accept all the Google terms and setup Google settings
Rerun Google Play Store and update or install your app.
How to Fix Error 927 in Android
Free Some Space on your device
Clear data and cache files of Google Play Store
Stop or Uninstall Google Play Store (Updates)
Add New Gmail Account
