I'm travelling on a cruise where the rates are very $$$$$ so I don't want to even risk running my RAZR in airplane mode.
So, I thought I would take out my SIM card. But, I get stuck in login screen for MOTOBLUR and a message that says
"the sim card was recently removed sign into your account to verify identity"
But, I can't sign in and I can't dismiss the login screen to use my phone. I've tried airplane mode but keep running into the above message. Anyone else been able to run their phone WITHOUT a sim card installed?
I can't answer your question directly, but if you're using the CDMA (Verizon) phone, you won't have trouble with airplane mode.
I recently took a cruise on Royal Caribbean to Mexico. Before leaving, I made sure Verizon enabled international dialing for me in case I needed the phone for an emergency. I then disabled data roaming and put the phone in airplane mode when we set sail. I had no problems and no extra charges. You'd be surprised how long a battery lasts when you don't use the phone.

I got an insurance replacement just yesterday and ran into the login prompt after I removed the SIM from the old device. I also put the device in airplane mode to get around it, after I entered the password it cleared the screen and I could resume airplane mode and use the device with no issues.
Turns out the password is my email account password. I thought it was the motoblur account. Thanks it works now.

I've noticed from time to time that a small popup saying it is refreshing sim data and have dismissed it as normal, however tonight I was at a friends with hit and miss service. There I noticed my phone would turn on without reason however as I was working on it I noticed the popup show up very frequently. I believe it is every time it picks up service it will refresh.
My question is, is there a way to prevent it from waking up or even better to not refresh as the sim is sure not to change.

I now wonder if its a bad sim or outdated.
Most likely a faulty/old sim card, try seeing if your sim is inserted correctly. If it's still doing it, i suggest you replace your sim. I only saw one user reporting the same problem on this forum.
I've seen this a couple times this week, having never had it happen before. I haven't flashed any new ROMs or installed any apps, so I'd guess it's either a SIM card or signal strength issue.

Alright I went ahead and just requested a new SIM. Im going to head up to a place where I was last night where this happened the most and will report back if that solved it.

I have the same problem,but what's intresting is that i recently switched carriers and when i was using the previous carrier i did not have this pop up.
And the sim card i was using was brand new,my current operator gave me this new sim,so maybe sim card is not the problem
Btw i am seeing a slight decrease in battery life since the screen wakes up on every pop up
Hmm That's odd, I can say that getting a new sim has solved the problem completely for me and I no longer have this problem.

I tried to replace SIM 3 times, but still facing same issue..
I got my sim replaced yesterday but the problem never got solved.
The SIM DATA REFRESHING is only when I am on 3g. When I force the phone to work on 2g it is fine.
Also, when in 3G it shows roaming as well (sometimes)
Anyone got any solution.

I am facing the same issue. But most of the comments around web (in india) are using vodafone, including me.
And now it seems is a vodafone problem.

Set network mode to GSM only - its Auto by default (Settings -> More Settings -> Mobile Networks -> Network Mode). Will get rid of "Refreshing SIM data" message.
Same is happening to me
I am using a Vodafone sim Since 4 years and never faced this issue. Now when i have taken a GNote2 I am not able to use the Data services continuously the phone chucks the 3G data H+ connection and immediatly i see a message stating "Refreshing Sim Data" This happens almost twice in a minute.
Some one please help me. What do you think will help me really?

I have an i535 and have had this issue since the jelly bean update. It kicks me off while browsing net, YouTube, playing apps or phone calls. Not sure what the cause is and Verizon tech couldn't help fix it. Anyone please help.

I have had the same issue as y'all since the jelly bean update. I took a look at my network settings and found that my galaxy s3 was set to global by default. Since I have Verizon I changed mine to "LTE / CDMA". We'll see if this resolves my issue.

I received the phone yesterday, put in the SIM which has data enabled on my old phone.
Voice calls work fine but I get a message saying that there is limited data connectivity. WIFI works fine.
Initially when I went through the set up process MotoBlur could not connect (later realised my WIFI was down) So I turned off Motoblur using Bluroff.
I have set up the phone with my gmail account and downloaded the market app. the version of the market app I have is 2.3.6.
My system details are as follows:
System V4.1.83
Android version 2.2.2
Baseband N_01.77.15p
I thought it might be the APN considering I am using it in AUS and it is an AT&T phone. Confirmed the APN with another phone on the same carrier and still no joy.
I have even inserted the other SIM to ensure it was not mine.
Data connections have all been switched to the on position, I also dowloaded an APN toggle to ensure that the data connection was on.
I have full bars from the carrier with an H+ symbol next to the bars.
There is a small window for me to send the phone back. I am hoping there is a simple explanation though.

Was your last phone an iphone? If it was you need to switch the data plan.

i dont know how to cancel that.
i cant even use cdma every time the phone finnaly starts i disabled the cdma.
i only us gsm with sim card.

I use GSM SIM card, it works without booting to search CDMA, I am in Indonesia, so no Sprint network.
If you are in US, then the CDMA will be a PRIMARY, so it will boot for Sprint network. So try this: go to setting -->tap Mobile Networks --> Network Mode --> select GSM/UMTS. Then go to the bottom : GSM/UMTS settings --> select network --> tap Automatic, tap also allow GSM Data.
Hope you will success.
That method doesn't always work. If it.for some reason can't detect the GSM network, it will default back to CDMA...

Freeze SprintOmaDm in titanium backup if you are rooted and have TB installed.
Otherwise, before switching off phone, put it in the Airplane mode. This way it gives you handsfree activation failure in seconds rather than minutes.
Then switch off Airplane mode and it quickly locks onto your GSM/UMTS or your home network
can it be deleted ? SprintOmaDm ?
does the custom roms using this process?

Can tell you know I froze Sprint Zone and after the scan I got forced close, then it scanned again, again, again, etc, etc

I can say that when you freeze 'SprintOmaDm "when you restart vodafone simcard does not recognize most, if A-freezing" SprintOmaDm "and restart the phone, then do research network sprint and if I put on after-gsm umts vodafone simcard then recognizes
FYI you can safely remove an .apk by using these commands (with adb):
adb pull /system/app/apknamehere.apk C:\pulled_apks
adb shell
rm /system/app/apknamehere.apk
exit
Now if anything goes wrong, all you need to do is connect to your phone with adb and do
adb push C:\pull_apks\apknamehere.apk /system/app
And that will upload the removed apk back to your phone.

I purchased a Chinese Android mobile which has the MTK6573 chipset. It is called a Star A3.
Love the phone however I regularly see the alert/error "Restricted access changed" in the status bar and the signal drops off both SIMS. If I pull down the status bar and check details it says "Voice call service blocked".
What is interesting is that it is always the Vodafone NZ SIM card even if I swap cards between SIM slots. Other SIM is 2Degrees.
I've searched the internet but there seems very little info on this subject other than to say that some HD9 users have had the same issue and have Spice Mi 350n users.
Some suggest it could be a IMEI issue but I'm not so sure.
Does anyone have any ideas?

*** Additional info... I've turned off my SIM data connection which was linked to my 2Degrees SIM and now both SIMS manifest the same error. If I re-enable data on the 2Degrees SIM only the Vodafone SIM gives the error ***
I have the same issue on an IHTC HD2 bought on fastcards with the same chinese android. I don t know what the problem is. Everytime I turn the phone on there is available network, but after 5sec it gets blocked for good. I only have one SIM card and data connection doesn't work. This is freaking annoying ...

Sounds like a slightly different issue than the one I have as my phone will reconnect and I can use it but it frequently drops off.
Perhaps turn your phone on without the SIM card in it and get your IMEI numbers.
You can google websites to check your IMEI numbers are valid. Perhaps they are not valid and your carrier blocks the phone?

If you go into mobile network settings and change the network mode from say Auto to WCDMA only or GSM only you receive the "Restricted access changed" error notification immediately so I'm guessing it is related somehow?
It would appear the "Restricted access changed" notification appears whenever the network mode is changed from 2G to 3G either automatically or manually.

Occam's Razor strikes again
I had this same problem with an unlocked phone on AT&T network. Seemed to happen totally at random. It was driving me nuts, and nobody from AT&T could figure it out.
It occurred to me that the problem might be physical when the phone failed to recognize the SIM at all one time. Seems to be that the SIM card wasn't making good contact with the socket. I put a few pieces of scotch tape on the SIM card so that it fit a lot tighter and made really good contact, and I haven't had a single problem since.
(I don't know enough about it to explain why this worked for me, but I theorize that a loose or weak connection somehow fails out and introduces some kind of garbage data that the phone and/or network doesn't like, and it gets blocked as a result.)

And ALWAYS when you go into network settings and change from say AUTO (WDSA/GSM) TO GSM ONLY.

I'm curious to know if taping the SIM card so it makes better contact solves the problem for you. Does this problem happen with different SIM cards of different brands and networks or do you and all your friends have the same?
Hi again, tapping the SIM card does not appear to make any difference. I've also tried thickening the SIM card by sticking a layer of tape to it.
Seems to happen in low reception areas where the phone may lose signal and then reconnect to the network... I guess similar to how it is replicated by changing network mode.
Can you repliacate it on your phone by change the network mode? e.g. auto wcdma/gsm to gsm only

I just changed my htc desire to a one S. Same Sim. It keeps popping up 'preparing sim' and 'restricted access changed'. Never did this in the desire. Only the handset has changed. It's not a poorly fitting sim. You can shake, bash, etc. no effect. It'll happen quite often. Could certainly be as others state when switching from 3g to gsm etc.
It seems I spoke too soon. My phone (Blu Studio 5.3) started doing it again. I can produce the "restricted access changed" message by switching from WCDMA/GSM Auto to GSM or WCDMA only and from WCDMA to GSM or vice versa. It's something with the switchover.
I have noticed that I get Restriction Access Changed message only when 3G is turned on. I turn 3G off and the phone does not lose the network any more. Yet to figure out why it happens...
This started happening to me today and like the post above mine only after switching 3G off does the restriction go away. This is annoying but I'm about to reinstall my rom and see if that helps.
Just had the same problem on my SGS3. Only thing that fixed it was a powerdown and a battery pull. Hope it doesn't happen again.

I'm getting this today with a Nexus 4 running on O2 UK. I've never seen it before on any phone and have been on O2 for years.
I sometimes can't dial out and calls in are going to answer phone. Also, texts are not getting through.
Airplane mode off/on seems to work.
The weather is appalling here today (Snow) I wonder if it is to blame.
I have contacted O2 and spoke to a guy (who knew a lot less that I did about the device/network). Anyway, a new SIM is being sent out. We'll see.

Update. My wife's phone also not working (O2) although she is not getting the "Restricted access changed..." error in her notification tray.
I can confirm this is happened on my Nexus 4 also. cell reception disappears for a moment then comes back. after that all seems to be working as normal and hasn't caused any problems with me, except for the mystery and intrigue. does anyone know what causes it? I receive the notification "restricted access changed" and then when i pull down the notification bar to look at the notification, the notification is GONE ! it does not stay in there.
I'm definitely putting my Nexus 4 issue with this down to the heavy snow that day. It hasn't happened since.
New Nexus 4 here with t-mobile prepaid. Had it happen last night when I got home for the first time. It was showing 2 notifications, one for voice and one for data. When you click them, they go away. Saw them appear a couple more time through the night and this morning they were also showing.

If it persists across different roms it sounds like either faulty sim or for some reason your modem or kernel is corrupted. I would re flash modem. After that try to re flash kernel. If that fails a new sim might be in order. I presume you have checked with another phone to be sure it's not a VZW problem.

Although each ROM has a different kernel, so I don't think that is the issue.
Yes, no problem with VZW as the other half's phone is working.
Data works on LTE for Internet but can't place any calls and all received calls do not ring phone: goes into VM.
Edit: at Verizon and not SIM card. New SIM card gives me voice but no data. Says voice roaming.
Ok, here is the problem after 2 new sim cards: Data is showing as "CDMA RX1TT" I cannot get data or voice now. Says voice is roaming with a triangle.
Is this a software setting or hardware setting? Something has changed on my phone, despite changing from stock to ROMS, etc.
VZW store is at a loss and though the rep was good, suggested I call top tier VZW support tomorrow and made notes in my account.
So, any clues as to what could cause this? Is my Dev phone now shot?
If it truly is an APN issue i can post my APN from my Verizon SGS4 and you can use an app called APN backup and restore to push it to your phone or push it manually using root explore and then set permissions. Let me know.

You might have a corrupted EFS partition in which case you would need to restore a good copy of that. Some of the time its in LTE/GSM mode for whatever reason in which case you would need to change it to LTE/CDMA mode.

I had a "DUH" moment when I was in a similar situation. I had forgotten that I had enabled the hidden menu on my DevS4 and changed the "band" preferences to try and force the AWS band. This took the phone off of "automatic band connecting" and I was unable to connect to data. Once I remembered what I had done, I simply when back into the menu and switched from forcing AWS band back to "automatic". Just my 2 cents.

Hello Everyone! Sorry for the delay. Actually, this is what kinda occurred, as the 1/15 build of OctOs ROM which I flashed had an issue and it was posted on Facebook, which I didn't see until Saturday. It changed the CDMA subscription to NV and so even with stock or other ROM backup images, it carried over and didn't re-adjust. I had to reinstall that bad ROM, make some changes per OctOs instructions and BAM: all is well.
As you know on stock rooted, one cannot change certain settings and they were greyed out.
At least I got another backup sim card from VZW should I ever need to activate an older phone.
