That means your bootloader is locked. If you go to www.htcdev.com and unlock your bootloader, then it will display 'UNLOCKED'. You need to unlock your bootloader to be able to flash custom recoveries and ROMs. If you're only using the stock ROM, then it's fine being locked.
EVITA is the code name of the AT&T One X, and SHIP S-ON means the SHIPped bootloader has its security flag set to ON (S-ON). This prevents custom recoveries from flashing boot images and others recoveries to the /boot and recovery partitions. It sucks basically, and HTC sucks for not making it S-OFF. That's why all ROMs for the One X require the boot.img and recovery.img to be flashed via fastboot in the bootloader (the screen you posted all this info from).
HBOOT - <version> is the version of your bootloader. It typically gets updated whenever HTC released a big update such as ICS->JB.
eMMC-boot indicates that you are currently in the bootloader partition of the eMMC (internal memory) chip.

This is probably a very noob question, but I wanted to know what the purple **Locked** icon meant at the top of the bootloader. When I first got S-Off using juopunutbear that actually read juopunutbear, but to get supercid I reverted hboot SPH 1.93.0002 using the s-off toolkit to flash the hboot After getting supercid the bootloader gives me the purple locked icon. I tried to flash the ENG 1.90.2005 hboot with the s-off tookit also but I'm still on 1.93.0002. id just like to know what the locked icon means and if it's something that will prevent me from flashing roms (I currently on Dark Glass ONE 0.6.) Thanks in advance for any assistance

Bootloader is locked again. But with s-off, the unlockng of the bootloader is no longer neccesary

Hi, I have been reading all sorts of threads for hours trying work out the correct way to root the Evo 3D I just got. Every single guide and tutorial is about unlocking the bootloader and rooting etc with S-on to make it S-off. Mine is already S-off and I cant work out what's next.
This is a new phone I got from ebay but I believe they network unlocked it first or something. In its current state:

When I try to go to recovery it just shows a picture of the phone with a red "!" on it and I have to pull the battery.
What do I need to do to root it? I have read that once its S-off you shouldn't need to unlock the bootloader or anything ever again, but every root guide starts with unlocking the bootloader...
Also is there a custom rom that's best to use, where everything (including 3D) works? I assume development has stopped for this device, is there a particular rom thats ideal?

You need custom recovery. My recomendation is 4ext. After you flash recovery you might want to downgrade your hboot to 1.49.0007 so you can flash any ROM out there. If you want fully working ROM (with 3d) just flash any Sense 3.6 ROM, they all work fine.
I was migrating from an older HTC LTE to a different one due to a cracked screen. I tried to use one nandroid from one to the other.. This failed. I believe it was due to partition sizes being different (that is guess based on what is coming).
Since then I have tried many different RUUs each fail to finish with a 159 error.

Manually I can fastboot and flash the boot image.
Trying to flash system gives me an error about the img being too big.
Is there any way to force the partitions to resize? Or what are the next steps?

Since you are s-on you need to re-lock your bootloader.
I assume you mean I need to unlock (S-OFF) the phone? I am not sure why to flash a RUU? Or are you suggesting something else?
Crazy, strange that I never knew that you had to be S-ON to flash an RUU. Seems like a stupid requirement. It is flashing now, getting much farther, so I guess it should work this time.

You don't have to be s-on to flash an RUU but you do have to re-lock the bootloader.
How can I get my hboot to 2.10 to work with windroid? Have no root boot loader loocked on a HTC evo 4g lte. Just learning how to do all this hope to root my m8 later on
In my htc desire 700 dual sim 709d, I replaced previously copied build.prop file overwriting new one. restarted device and it stuck at htc logo with black screen after it. unable to find stock rom. tried one or two but they resulted mismatches. I'm able to enter the bootloader menu but no stock recovery and even found cwm recovery not working. Boot loader is ready to lock/unlock it is unlocked now. my device wast rooted when it was ok. for a long time I am also seeking for s-off and super CID. tried one or two methods but it says lower hboot version.
Now I think the only way seems that I have to upgrade hboot for s-off and super CID only.
Q-1- My question is that which, how and from where I can get hboot for up gradation?
Q-2- How to s-off and get super CID?
Q-3- Which step of both the questions required to be perform first or kindly help with complete steps and methods to gain s-off and super cid.

Hi guys, really need your help. I have rooted my phone long ago. Last night my phone get OTA (update) i know that my phone is rooted so that i cant update it, but after few hour, my font restarting again and again. i only mange to get 20-30s to on my phone.

Are you s-off or s-on, as in is you're boot loader locked? This may be fixable if it is. If you're running a custom Rom/recovery it is unlocked

Mine is s-on and unlocked. I have read other thread for different phone , that it can be fix by flash it with stock recovery. But I cant do it properly because I couldn't find my stock recovery to flash. ??
Which htc one max do you have? Sprint, Verizon, gsm, international. Somewhere out there someone has a copy of the original. If yours is Verizon I have that one.
I believe reflashing the recovery Will fix you're issue as its a common failure with a bad Rom/flash/install

Mine is international HK 3.20.708 and currently im running custom recovery but for Rom, as i remember, i never flash any custom Rom before. This is the link i use for root and flash custom recovery. http://wccftech.com/root-htc-one-max/ There is no Custom Rom provide at that page, so i guess i only running custom recovery .

I have found my ruu in this thread https://forum.xda-developers.com/showthread.php?t=2643973 , but the link at that thread not exist anymore. I just wish one of them can give me the exist one. I already try text them in private. but i guess they don't active anymore.
Find a different recovery and try it instead, not sure if cwm or twrp has one for you're phone but they do for most
