There are the steps I used to fix mms on the Evo 3d / VM with Jellybean- YMMV.
1) Install AO[SK]P Rom of your choice (I used Cyanogen Gangnam style 12/16) UPDATE (1/5) - this doesn't seem to work with the 1/3 vm shooter build
2) Optional - Flash GAPPS
3) remove the systems messaging app (there are probably multiple ways to do this, but I used titanium backup, and uninstalled the app)
4) reboot to recovery, and flash the zip file from here

5) reboot, and then delete the /data/data/com.android.providers.telephony/databases/telephony.db and telephony.journal
6) PROFIT

Use the built in file manager app change the settings to root mode access and browse to that directory path.

I did as you said, and so far nothing. Just wondering though, why you said to delete those two files? Since the link suggests mms should work without that necessity.
EDIT: Nevermind it works. No need to know how/why really. Although it seems that it's so your phone can create its own. Nonetheless, thanks!

Gangnam is awesome, the MMS is the only tough selling point for me, if I can figure this out I'll be so happy

Yeah - I'm not sure what is going on either - my /data partion filled, and then the phone went crazy - I flashed on of the dastin roms, and I can't figure out which one worked.
Once I get this working - I'll update the thread.
Or just put in the APNs manually.

Hey guys i just bought a mogul on ebay and had it flashed to metro pcs, the internet, and gps work fine, i just cant get it send out mms like many of ur phones can, i dont have sprint picture mail, because i have metro service.

Did you install Arcsoft? If you did not, you might want to find a copy of it to intall on your phone.
Once you do, follow the directions below as a guideline.
Remove/Uninstall any existing MMS composer you have attempted to setup. Also a good idea to remove any registry keys it may have created that are left behind after the uninstall.
1: Install Arcsoft MMS version 5.0.70.24
2: Open your Messaging and click on the SMS/MMS option.
3: Click on "Menu" and select "MMS Options" then select the "Servers" tab.
4: Add a new server with the following settings:
Server Name: metropcs
Gateway: wap.metropcs.net
Port number: 3128
Server address: http://mms.metropcs.net:3128/mmsc
Connect via: SELECT EITHER THE CONNECTION YOU SETUP ABOVE OR "The internet"
Send limit: 399K
5: Click "Done" and then set the new server as default.
6: Using a Registry Editor edit the following values:
[HKEY_LOCAL_MACHINE\SOFTWARE\Arcsoft\ArcSoft MMS UA\Config\mm1\WspHeader]
DELETE KEY -> "X-VzW-MDN"
ADD STRING -> "X-metropcs-MDN"="XXXXXXXXXX" ( Insert your 10 digit phone Number )
ADD STRING -> "X-DEVICE-MIN"="1XXXXXXXXXX" ( Insert your 10 digit phone Number WITH the 1 in front of it )

*P.S.-- You might also want to find the Titan MMS fix CAB by CRwinger to help keep your MMS working properly. The reason is that when you open PIE it creates a registry key that will stop you from send/recieving MMS. The CAB file will automatically delete that file by pressing the messaging hard button on the top left of your Mogul.
Other alternative is not to use PIE and just use Opera.

ok i've located arcsoft mms 5.0.70.24, which on this forum, one do i download because i see beta and several other versions.
I use 5.0.31.19 myself. Any version after that or a beta is fine really. Its a trial and error of how well the software version you have works like you want it to.
Just DL anyone of them.
*Important--If anything back-up your phone just incase you need to do a hard reset. Use a program called PimBackup...its free.

You need to find phmReg Edit and use that program to do your registry edits...its free just google it.
Also if you already have a version of arcsoft installed use the guide to get MMS working for you on Metro PCS. If that version doesn't work for you do the advised below.
*If you want to change the version of arcsoft it is best to start from scratch and hard reset the device. Thats why i suggested you to do a back-up your phone. Also if a hard reset is needed please be careful because it will erase everything on the phone except the SD card.
So it goes like this:
install phmReg Edit-->install Arcsoft-->follow steps in guide

There are many builds out there but Opera build 2392 is good...seems to make it the default browser instead of PIE.
For example: When clicking on a link in a text message, Opera will open instead of PIE.
The Titan MMS fix by CRwinger I believe you might be able to find on PPCgeeks.

The last couple of days I have really enjoyed trying out these new roms the Mx2 but I can never get the mms to work. My mx2 is with Bluegrass Cellular and if anyone can share the correct setting I would appreicate it. I have searched and searched and cant seem the find the correct ones.

I too have bluegrass and could not get MMS to work forever. Finally I found the right combination of fixes that works for me (and has been replicated on all my coworkers devices). I am using this on Eclipse 2.3 on my MX2. I do not know if it will work for other carriers or other ROMs. Use at your own risk.
First, you will need root (which you have if you are on a custom rom), and you will need a file explorer that let's you browse with root permissions (I use ES File Explorer with root options set in settings).
Browse to /system/etc/ and replace apns-conf.xml with all the .xml files from the Conf folder in the attached Conf.zip file. I am not sure why there are so many, I copied them from a stock Bluegrass MX2. (Feel free to make a backup of your original apns-conf.xml prior to replacement).
Now, browse to /data/data/com.android.providers.telephony/databases/ and delete the 3 .db files here. (Again, make a backup if you wish). This will remove your existing text messages off your device!
Restart your device.
Now download "APN Settings Shortcut" from the Play Store. This is not an app or widget, but an actual shortcut. Press and hold on an empty space on your home screen and choose Shortcut and then APN Settings Shortcut.
Once it opens, hit menu and then new. Populate all fields with the following settings:
Name
Bluegrass Cellular (this doesn't matter, can be named anything)
APN
internet
Proxy

Self Bumping an old post so that anyone still in need can get some additional for ICS roms.
You can edit the APN information on ICS roms (or at least the latest CM9 Beta) by opeing Voice Dialer (it is a preinstalled app) and saying:
A P Ns
Then choose Open APNs. Hit the menu button and choose new, then enter the same information listed above. Hit the menu button again and choose save. Reboot and enjoy MMS on ICS.
I have tried Black Bean 7 and BBrads AOKP 03-13-13 and MMS does not work on either. Coming from EH03 to THS build 2 to Jelly.

Flashing THSb2 is no longer a necessary step, just go to JB straight from CMW4. Try CM10.1 and see if MMS works doing it that way

Yes CM10.1, EuroSkank, and CodeName all work for MMS. I was wondering if there was some APN numbers that could be replaced or maybe my radio/modem? Or did you mean flash CM10.1 instead of THSb2?
Bb7 needs an updated apn xml file and then the voice dialer too,,, you can try just the dialer in aokp as it's xml should b OK

Success!! I flashed over to BAKED7 and tried copying the file in root browser and restarted, no luck, then tried on BBrads AOKP since MMS didn't work on his either and still nothing. So I tried using voice dialer and manually entering the settings and like butter I'm able to send stupid pictures to my friends again! Since your a magician BAKED7 only overclocks to 1200 mHZ any recommedations on a kernel that overclocks higher?

All this is, is a simple guide to get data and mms/sms working on "most" other note 3 variant 5.0 lollipop Roms. As an example, we will use darklord 2.2. This method has worked on most of the Roms that I have flashed that are not sprint based.
OK. You are going to need a few apps. APN manager and APN changer and root explorer. APN manager is a paid app, but worth it when flashing other variant's roms. When you do flash DarkLord 2.2, you will need to do so with philz recovery. It will not flash in TWRP. Once the phone boots, choose your language and when you get to the second screen asking about sharing your data usage. Check "no thanks". It should be the second option. Log in to Google play store and download those three apps. Open APN changer first. See if there is an APN already there named sprint. Even if there is or is not. You will either change a few things in it or if there is not one, you will create one. Either or, you APN should read as follows. . . . . .

Now take the mms apk and push it to system/private folder and place it in the mms folder. Just rename the original one with. bak at the end of the name. Set permissions. If you are not sure to what the permissions should be, pay attention to see what the permissions are for the file you are replacing. But I am pretty sure that all the permission settings should be as followed

Reboot. Now go back to the apn changer app and see if your apn is still there. Might be unchecked. Just tick it. Give it a few minutes and see if data starts up. If not, go to the apn manager app and scroll to the next screen to right. There will be a very long list of apn configurations of multiple carrier's. Scroll through and see if the APN2 LTE internet APN file you created is there. Should be in alphabetical order. Once you find it the vertical bar to the left of it should be green. If not, press or long press on it and you will see a heart at the top of the screen. Press it and it will save it as your preferred apn configuration. If LTE does not appear, just reboot, go back to apn changer and tick The apn that is now there and LTE will now be working. I have tried this method and shared this method with other members and it works. I am running darklord 2.2 now. Have been for a few days. Sorry There are no zips for this. If someone wants to make one, then by all means go for it.
Here is the frameworkres.apk that I modified for darklord 2.2 Push it and set permissions. It will display sprint instead of roaming indicator off. You might want to push it to the system folder first then set the permissions, then take it and push it and replace the original in the framework folder. Might put you in a boot loop if not done that way first. Thanks to @legalmoneygang for the winzip tip.

Must give thanks to @sac23 for being a silent teacher. I read everything that he has posted throughout all forums. He is the one that I learned about the lib file for mms. Plus I love every rom he puts out. I truly admire what he can do.

These are my steps that I use, and I have flashed dang near every touchwiz rom for every note 3 variant. Once you get into the habit of this and have the needed files. This process only takes a few minutes.
Hope i have not left anything out of this lengthy so to say how to. Hope this helps. If it does, then awesome. Glad we could get it working. If it does not help. Sorry you couldn't get it to work.
Ill try your method on Sacs Ported V2 for now because when I flash DarkLord Rom I get the "no sim"
even after following OP. I cant even test your method because once it says "no sim" cant even
turn data on, says no sim, lol.

Looks like lots of people are still having issues with T-Mobile Data and/or Outgoing SMS so I hope this helps. If I'm posting improperly I apologize.
1. Obtain root!
2. Open your apn settings(settings-->more networks-->mobile networks-->apn settings) create a new apn with the following properties
Name: T-Mobile
APN: fast.t-mobile.com
Proxy: blank
Username: blank
Password: blank
Server: blank
MMSC: http://mms.msg.eng.t-mobile.com/mms/wapenc
MMS Proxy: blank
MMS Port: blank
MMC: 310
MNC: 260
Authentication type: not set
APN Type: Default,supl,mms

3. Press the menu button to save, press back and select the new apn.
4. Open Advanced signal status app(linked below) and click additional info(if you get an error install the supersu.apk, also linked below) then try again.
5. Open phone information (option 1) and change the SMSC number to +12063130004 and change network mode to GSM auto(prl) click update.
6. Open the dialer(like you're going to make a call) tap the menu button and select "Call Settings", and then "Voicemail Settings". In the text field that pops up enter +18056377243.

What ROM are you using? Some variant of stock?
I'm having calling issues in the various CM versions I've tried.
edit - the GSM version of the GPE ROM works fine though. Flashed it with Danvdh's VZ kernel.
Originally on stock of1 but just flashed stang5litre but the method worked on both.

Yes sir!
I get a screen which says "Device Locked". the message goes on to explain this is likely because the phone has been locked down by manufacturer (carrier?) and even rooted devices can have problems due to SELinux restrictions.

If you see that message it's because the su binary is not high enough. Install the apk in the same folder that is linked in the OP, open supersu and update if needed then try again after rebooting.

Glad it's working for you. I haven't experienced the rebooting problem though. Do you have any other network apps that may be auto setting the smsc number at boot?

Check under your mobile network settings, make sure network mode isn't set to global. It should say gsm/umts. You may want to re apply settings after changing modes. I noticed the global setting screwed up my tmobile settings so hopefully it's related to your issues.(fingers crossed)

I followed your guide for my dad's verizon s4 but I am running into some problems.
I rooted it following the root guide linked earlier in this thread and root is successful. SuperSu is installed and root checker verified.
However, in my APN settings, under APN Type, i have to manually type in "Internet+MMS", and the under APN Protocol, the only choices are ipv4, ipv6, ipv4/ipv6.
Also, when I open the advanced signal status app, do i select the LTE/GSM (PRL), is that what you meant?
edit: even just selecting GSM auto (prl), i still cant get 3g, 4g, or LTE. Only edge.

Having to manually enter your apn type is normal. I have "internet, mms, supl" typed into mine. The problem you are having with the app being locked is because your version of the su binary isn't correct. Install the supersu app that is included in the OP. Before doing anything else you will need to open the newly installed supersu app and allow the binary to update. After it has updated immediately reboot and it should no longer be locked. Also back under the APN settings, don't mess with the ipv4/ipv6 settings. Just leave them at default.
When I get to APN protocol, it's not giving me the option "WAP 2.0".... Only IPv4, IPv6, and then IPv4/IPv6.
Also not giving me the option to save the newly created APN. What to do next?

Sorry about the APN, I copied it but didn't proof read.
I have mine set to IPV4/IPV6. To save the APN you need to press the menu key then select save.

I've also received this error about the device being locked. but to be honest, I don't understand what you mean by install the APK in same folder as the link you posted. I'm a lost noob out here folks lol. Help. I hella wanna get this thing to work properly.

At the bottom of the tutorial is a link to a google drive folder with two apk files. Download them and open them on your phone to start the install. After installing "supersu.apk" click open and accept the upgrade, click normal when asked what method to use then reboot when it prompts. The lock will be gone.

Great, thanks alot man that actually worked perfectly. Another question though... so in order to do what we just did, You have to have absolute root access to your phone right? i opened a terminal emulator app and notice that i still have the dollar sign on the command line. But when i run "su", it has the hash symbol which i'm assuming means i'm root now or at least have root privileges. Shouldn't i have had the hash symbol as soon as i started the emulator? does this mean my su binary is still not high enough?
