Supercid lets you install the stock software from other carriers, so nope, it's not an unlocking method, we do have one of those too. But both require s-off.

Nope you don't have to, it's just one of those things a dev would need, though not necessarily with all the resources we have.
Yesterday I Relocked and ran RUU to take the OTA. It used to say Locked before I originally unlocked to root and now it says Relocked in bootloader. Does this matter?

if your s-off u can get rid of that.. mine says locked s-on.. but im really unlocked s-off.. that bootloader custimizer will fix that
It is correct what everyone is saying....once you unlock there is no physical/official way to lock it. It will always say relocked unless you do the mod to have it say locked. Its still relocked just doesn't "look" relocked....if that makes sense. Hope that clarifies it for you.

I updated to the latest ota but before that I did super cid and when I run fastboot it shows 111111 is there a way in my case to unlock bootloader or not ?

I believe you are stuck for the short term. If you did not unlock bootloader before the update I don't believe you can now unlock it. I have not done the process of relocking, return to stock, taking the update and then unlocking again but I understand that works. Rumor has it that there will be a fix for people who have the update, Lots of people are getting phones that already has the update pre installed and that includes those people as well.
If you have supercid you shouldbe able to unlock it.

You should be able to use htcdev to unlock your bootloader now.

A bunch of people have achieved s off with the super CID all 1s so im thinking dev unlock will be that way too.

Hello,
I was wondering if anyone can point me to the right direction. I had a silver HTC One that I successfully unlocked the bootloader and rooted but unfortunately had to return do to faulty hardware. ATT sent me a black HTC One but I can't seem to unlock the bootloader now. I am using the All in one toolkit but in the final stage where it uses the unlock.bin file, it fails. Any suggestions? Thanks in advance.
I would try s-off through revone exploit. No need to unlock just get s-off, install custom recovery and flash away

You can unlock the bootloader using HTCDEV, but you will still be S-On. Rooting is also no problem. If you are trying to get S-OFF however, then I am not sure if that's possible at the moment.

Cool. Great info ...do you know if I can soff on 4.3?
I'm not sure. I have seen threads that say it is possible, but I have not tried it, since I'm already S-OFF.
