Probably due to a driver issue. You are trying to tether right? Have you installed Kies or the Samsung USB drivers?

yes

Simply connect your phone to PC (make sure mobile data is turned on), go to "Settings - Wireless & Networks - More Settings - Tethering and portable Hotspot - USBTethering" and tick it. That should be enough.
If you still can't get it to work, do what @raine0324 suggested. Win 95 is pretty obsolete mate.

Samsung Galaxy S II Drivers

hello
i want Samsung Galaxy S2 Drivers for windows 7
i don't want download kies because my internet is slow
It should work fine without installing any drivers on Windows 7.
You should enable the USB Debugging mode from Settings -> Applications -> Development. That way it won't try to connect in Kies mode and Windows 7 should have proper drivers for it.

Galaxy SII USB drivers
Hello,
I installed the drivers from the above post (Samsung-Galaxy-S-USB-Driver-for-Windows-x86-Download-96692 ....) on a W7 PC and I keep getting the message from the OS that the drivers could not be installed correctly. If I go to the Device Administration screen in the control panel, when I connect the phone I get "SAMSUNG mobile USB Composite Device" with a warning sign and when I double click on it it says Code 37, Windows cannot initialize the device controller for this HW.
Same thing with XP in another PC.
Any suggestions?
Thanks!! Guido.

You should check to see if those devices are compatible. If they have Windows 7 drivers available, install them and see if they work.

[Q] Can't connect rooted SGS2 to Windows 8

Hi guys,
When I try to connect my SGS2 to my laptop which is running Windows 8, the laptop shows that the phone and memory card are connected but when I click them, no files are present inside.
The connectivity works fine on my PC running on Windows XP. Please help out.
PS- My SGS2 is rooted with Neat ROM Lite 4.4 and I have downloaded Samsung drivers and installed. What else needs to be done?

Just wondering, why don't you use WIFI tethering feature.
Just put the phone in wifi tethering mode and use the phone as a wifi hotspot. It's much easier.
HOW TO?
My pc has no wifi system.....
please tell me your suggestion in details about wifi tethering.....

NO! Still not connecting. Could this the reason for non-connectivity that cell phone has NO OTG support?

I have installed the latest USB drivers, downloaded from Samsung site. Plus, I have installed Samsung KIES to check whether I can connect the phone, but still it's not working. On the top lest of KIES, it displays Connect your phone.
Any help?

Does your phone used to connect properly beforethe problem, if the answer is yes,
Then you should reinstall ROM as it may be corrupted, i also had same problem but after re flashing ROM through Odin it was fine.
