So I was having this power consumption error with my hp pendrives and ssd. Searched the net for a software solution but couldn't find any except the terminal emulator command method which didn't work for me. So I tried to improvise on the idea and finally succeeded. It's basically the same idea but in a different way.
Clarification- this method is to only override the power consumption error which prevents the mounting of the removable device. So the power consumption will be still there and the charge will be drained at a fast pace if used for long time. U can use the method for copy files between your phone and the pendrive or for viewing for a small time. Adequate charge is therefore highly recommended.
Method-
1.plug in the device into the otg cable and then the cable into the phone.
2.wait till the power consumption error message is displayed.
3.using a root explorer(e.g. es file explorer) go to the folder 'root>sys>bus>usb>devices>1-1'
4.open the file 'bConfigurationValue' with a text editor(es text editor in my case). It should be blank. Edit and put the value 1 and save the file.
5.Your device will now be mounted and the message will be displayed in the statusbar.
6.Your device is now explorable.
N.B.- In some cases instead of the power consumption error message, usb devices disabled message is shown. If it happens try unplugging and replugging till the power consumption error message is shown.

if this error is there everytime u plug in the device then it is because of a bad cable or usb storage. I use to get this when I plug in a sd card reader with a bad card or a pendrive formatted as ntfs. plz check whether the pendrive u plugged is mounted in a pc. or try after a reboot of the phone.

1. Download latest drivers 3.7.2. Someone can't find so there is a link

2. You have to enable USB Mass Storage so where can I find this option:

3. After that windows trying to install MTP drivers what is not working too much on WIN and therefore prevents installation of the USB MS driver so you have to delete some configuration file in:
C:/Windows/INF/
- wpdmtp.inf
- wpdmtp.inf
!BUT MAKE BACKUP FIRST!
After deleting those files windows automatically installs right drivers and you can use Mass Storage.
I did this a few times and when I reinstalled the drivers again, it worked!
Remember to turn on usb mass storage from your drop down screen after the usb cable is connected.

isnt working for me, pc detects it but when i click computer> to find it no new "drive" is detected to brows the sd cards files.

Finally your solution worked. Reinstalled the latest drivers from the link you provided and restarted my PC ... USB connection prompt promptly appeared on the notification area ... gr8 help. Thanks for the link too.
But this works only when I connect my phone before starting the PC. If I restart the PC it works. If I unplug USB cable of the phone from PC and connect it back, it does not automatically recognizes. I have to restart the PC to get the USB related popup on my phone. Am I doing anything wrong ??? Your help would be appreciated.
Few Questions:
1. After trying all these; if I put the 2 files back on "C:\Windows\inf\wpdmtp.inf", will it cause a problem???
2. Will my USB connection work normally if I do so???

Your PC will works normally without these files. but maybe I have solutions for you. Try to find in windows folder wpdmtp.inf and wpdmtphw.inf if you find it in other folder put them to the C:\Windows\inf and replace older ones.
I have Optimus 4X HD right now and I found in C:\Windows\inf inf file from LG which didn't worked so I replaced it those files what I found in other folder and it worked
apart from kies, how do you move files from phone to pc via USB cable? ES explorer does not have this feature. any recommendation?

In your case I'd get a USB OTG cable, USB memory stick, plug the stick into the USB OTG cable, plug the USB OTG cable into the phone, open a file browser copy/cut & paste the files from your phone on to the stick, remove the USB OTG cable from phone, remove memory stick from USB OTG cable, plug USB memory stick into your PC. Et Voila, you have a long winded method of getting your files off the phone.
Otherwise use your charging cable whilst connected to your PC as the others have said.

1) Install Kies to get Drivers
2) Terminate Kies
3) Download Odin
4) Download CWM / TWRP / Philz recovery
5) Boot into Download Mode
6) Connect USB cable
7) Flash recovery via Odin
8) Power off device
9) Boot into recovery
10) Download the Android SDK
11) Set adb.exe in environment path (or drop into system32)
12) reboot windows
13) Start adb shell in command prompt
14) Use adb pull / adb push to move files

My touchscreen is not functional.
I was able to use TWRP and backup all data with this help. This is a rooted device and is accessible via "adb shell" etc. in recovery.
My device is encrypted with one pin and locked with another. However, I am not able to enter the device encryption pin. adb is also not working on the screen where I have to type in the device encryption pin DURING the boot (not after). Is says:

Is team viewer already activated during the boot? The device encryption pin screen appears during the boot. I think there are no apps loaded till then.

Have you looked into using a OTG adapter/Cable and connect a keyboard to the phone, Or even a mouse and see if you can get some functionality?
The mouse may let you navigate the interface, But not guaranteed.
The keyboard may atleast let you type the pin in, Also not guaranteed.
It's worth a shot though to say the least, Good luck!

Thanks for the USB OTG hint! I will probably not be able to get an USB OTG cable soon (long time traveler).. So at least for now it is not an option.
I found a solution to activate USB debugging by manipulating the files manually. It probably will work as soon as I get to the lock screen but it doesn't work for the device encryption pin screen. I am getting the same "no permissions" message.
Anyway, is it the right approach to get adb to work on that screen? Would it somehow help to have adb/USB debugging support there? Will it help or open a new way to type in the password?
Another option would be to somehow deposit the pin somewhere in the system. It is a linux after all. There will be some kind of an fstab file for file system mounts which can be edited with the right password. We would need to disable the screen in that situation. Has someone done anything like this before?

A small update on this issue for people who are facing the same issue.
USB OTG worked for me with a wired mouse. I was able to enter the pin and use the phone normally.
It didn't work with an wireless one. When I plugged in a wireless mouse the pin display showed in previous posts disappears!

My phone was not recognized by the computer since the usb flex was broken, the data lines did not work, but the charging lines did.

I will start from the beginning of all my problems.

Now, what I planned to do was: from my pc download the twrp apk and pass it to the sd, then insert it to my phone and install it, thus allowing me to reformat the phone with a working rom. But there my problem, I have no way to install the apk, because I can not find a way to run it without a file browser, since the phone itself does not have ...
I thought things like: an sd that when you insert it to my phone will auto-install an apk, like a virus, but I don't know if it could ...
Then also try that way to view the files from google but guess that ... does not open google ...

From the little knowledge I have about linux, what you mention is to show the list of USB devices, right? I know that linux helps in some cases for driver issues, but what purpose would this really be for? If you have some type of documentation nearby for me to investigate, it would be very helpful.

I wanted to know the device ID of the usb connection to identify in which mode your device is connected. Not sure if that leads somewhere but it's a base to start for me. also the follow up steps might require linux too

Install and run linux from a usb, then I did what it says, I connected the phone normally and ran the lsusb command, after no change running the command again, I tried to connect the phone by pressing VOL- and connect, but achieved the same thing, which do not detect anything. On windows it detects the phone as an unknown device, but on linux it seems like it doesn't exist

I'm sure it's not a virtual machine, what I did was run linux mint on a flash drive as if it were a separate operating system. Instead of starting windows start linux mint on the pendrive, I did it following the steps in this video:

The version it showed before I was stuck was: L1657.6.03.02.00
Trying things, I also enabled "Color Blind Mode", which led to weird looking lines and things and me not being able to shut this mode off again.
Now I am stuck and when doing a re-start, I also get lines all over the screen and cannot see anything, or it just shows the Hisense Logo.
I might have also deleted all user data when trying to enter save mode and messing with all the Chinese buttons.
Tried to get into save mode and other things, but this didn't work or help, even though I used a translator to understand all the Chinese buttons.
Do you have any suggestions how to turn off the Color Blind Mode or the developer mode without being able to access the phone?
Or do I need to re-install somehow?

Okay, thanks. No other chance to turn off developer issues?
I tried both methods with the microSD and via USB cable. However, for the Card, it says "mount sdcard device error: No such file or directory". I had reduced the size of a 128Gig card to 16 Gig and formatted it with FAT32. I also tried with full card in exFAT formatted. It then said: mount sdcard device error: invalid argument.
Then I tried via USB, installed the driver and QPST. The device shows up as a removable memory but it doesnt show in the QPST as an active phone. Any ideas what to do?
Maybe I do not have the correct USB driver? I tried several that I found on the web. But from the list in the guidelines that you sent, I couldnt identify the one for the A5: getdroidtips.com/download-hisense-usb-drivers/

Can you look in the windows device manager and maybe u have to change the driver manually.
And u can try the driver from this page

Thanks for all your help. I retried to wipe user data and that did it.
When translating the buttons, it came up that I should push volume-up. Did this and now I have the international rom again, that I had before, but user data is wiped.
For the ones of you in need of doing the same:
1) Push Power and volume down at the same time
then this comes up:

2) Select the second/middle Chinese language button with volume keys - then hit power
this brings up:

3) Push volume up and wait. After some minutes, it should bring up the regular lock screen and you can reconfigure your phone.
The third step is where I always tried to hit the Chinese language button because I couldnt translate it. Now that I managed to translate full headline, I realized that this is probably only the escape button and you need to push volume up.
