I have an AT&T set but it is now unlock and use in my country where I have no issue to use wifi tethering with my service provider in Singapore.
However each time I try to turn on wifi hotspot, it said go to AT&T url or dial 611 to use.
Can someone help? My device is already rooted. Thanks in advance
Updated : thanks to kiwi45. Just add tether under apn default type (default, tether)

i had this problem too, but i installed the gingerblur script (dev forum) and since you get the option to remove "bloatware", i am guessing there is an application in the phone that detects personal hotspot without an att tethering account.
you might want to freeze in titanium backup unneeded programs, there's a list on the forums
same problem
I search a solution in google,but,no result.
Anyone know it? please help us!!

I tried some of the services by freezing it but it does not seems to work.

you shouldnt have to freeze anything for mobile hotspot to work. did you put in the APN for your carrier? you cannot use the AT&T tether fix for your carrier you have to use your settings from your carrier.

But does that work on AT&T, or do they manage to block it?

You have to set your APN for your own carrier. Whatever works on AT&T does not matter in SG.

Works for me on Three in the UK with my normal APN. I have unlocked ATT handset. I just click through. Does your provider allow hot spot?

yeah. I'm from Malaysia and everytime I tick on the wi-fi hotspot box there will be a prompt asking me to enable the account at att.com/mywireless or dial 611.
my provider does allows tethering and I'm using unlock at&t device..
Just edit your APN to include "tether" in the Type field, i.e. Type: default -> Type: default, tether

try turning on your wifi before you turn on mobile hotspot. i get stuck at the setting up data link too when i don't have wifi enabled.
Anyway, when I use aroot, I don't need to add tether on my apn setting. Unless you are using super one click. Btw, all using soc should update to aroot to clean up the mess.
Updated: I still need to add tether on the apn after testing even I use aroot.

d-oh! i always tried enabling wifi after turning it on. now it works. thanks. but it still has a bug, because it won't let you disable hotspot if you don't turn on wifi first, you need a reboot
I still get stuck on setting up data link. I make sure wifi is enabled and when I click hotspot, wifi turns off. I rooted aroot over soc. Any ideas?
nvm I got it to work. Right after I selected hotspot, I pressed home and turned on wifi. That seemed to work.
I am unable to get reliable data on my CM11 rom on my razr maxx. I have checked all the network setting with a friend's whos is working and there are two differences:
1. His APN is grayed out
2. I do not get a "pass" on HTTP client test when I go into #*#*4636*#*#
When I fire up the phone it connects at 3G. It then takes about 10 minutes to go to LTE. When it does, it is DOG slow.
I also have the same issue with CM11 roms on my Incredible 4G LTE. It was thinking it was the sim, but it works fine on a stock rom. I have seen other folks with similar issues, but no resolution.

Brilliant! Fixed.
I did have to change the permissions on the APN app before moving it. After restoring the APN's from stock, I did have to go in an select the appropriate one.
Follow-Up
After about a day of use, this stopped working. This morning, I was unable to connect via LTE. If I chose an appropriate APN, it would not stay selected (if I went back into APN's after making a change it would be set to something else).
What I did to fix this was to use APN Backup and Restore to delete all the APN's and then restore ONLY the APN's from the stock ROM. So far, it is working.

First things first, goto your APN settings (System Settings > Mobile Networks > Access Point Names)
1) Delete all existing APNs. (tap the APN to enter configuration, open menu and delete the APN.
2) Create a new APN.

I have been having issues connecting to the LTE network. Right now, there is no solution. I have tried almost everything. I have even tired flashing back to stock with RSD Lite. I made sure that it wasn't the SIM card (i have had issues with the SIM before on a different phone) by putting it in a different/newer 4G LTE device and it connected to 4G LTE with no problem. My RAZR will connect to 4G LTE when I am in certain areas, but the connection isn't a lasting one. It will quickly switch back to 3G. I contacted Verizon Wireless and even took it into a store. They told me that it's the upgrades that they're doing to the network. While the customer service representative said that my model of the RAZR was just outdated and is probably experiencing hardware issues. My solution used to work, but now it's something else. (Hardware or Network related). My suggestion would be to contact Verizon about the issue (revert to stock first; if you need a link as to how to do that, PM me and I will help point you in the right direction.)

I haven't. BUT I'm running on my stock ROM right now. And it's having trouble connecting. I have to restart just to get 4G. And it lasts for a few seconds and then (in the *#*#4636#*#* testing menu) the signal strength turns all weird (I'll provide the number of dBm later when it comes back). Then goes straight to 3G and no matter how hard I try, it won't switch back to 4G unless I restart. I think it could have something to do with the radio (well obviously it is). But something serious that we can't fix unless we have an unlocked bootloader. If frickin' Motorola would let us unlock the device, then we'd be golden.
**The file will only work on the G900T-OB1 Stock Build. Use on custom ROM's may cause issues with the ROM**
Instructions:
1. Place the G900T_OB1_TetherAddOn.zip onto your ext-sdcard.
2. Reboot into TWRP Recovery.
3. Flash the AddOn.zip but Do Not Wipe Prior to Flashing!
4. Reboot. Done!
To revert back to stock follow the above instructions but flash the: G900T_OB1_TetherAddOn_Revert-to-Stock.zip
Known Issues:
1. You will only be able to access "4G" Data Speeds while the Hotspot is enabled.

Muniz, I found out that if I set my data to WCDMA (4G) it enables the Hotspot and let's users get on the Internet. When I enable 4GLTE, it disables access to the Internet. Do you know any way around it?

Other devices should just see it as any other wifi access point. I am on att and lte is working without issues. Others on vz are also not having issues. I would be interested in hearing if tmobile users are having the same issue.
It's as if 4GLTE is blocked. If other variants are working. There has to be a setting that I could set inside my phone that should enable Internet.
can confirm not working on [ROM] Twi5ted Lollipop 5.0 V1 i am however using the native tether app.would it make a difference if i were use WiFi Tether Router byFabio Grasso, that was the app i was using on 4.2.
The native hotspot in the stock tmobile rom and the tmobile 5.0 visionx rom creates its own apn settings and always defaults and reverts to pc.tmobile.com apn. This mod will only disable tethering verification and turn hotspot on. The only method I found to work is to make tethering apn and lte apn editable through customer.xml file using root Explorer. LTE apn needs to be set to ipv/4 only, turn on hotspot and go to settings, apn, and delete the tethering apn. You have to delete tethering apn every time you connect to the hotspot because the apn gets recreated by the app. If someone could figure out why it gets recreated that'd be awesome so the hotspot could default to LTE fast t-mobile.com apn. I can't find anything even changing the tethering apn in customer.xml file doesn't work. It gets recreated every time you turn on hotspot, but can be deleted once made editable through customer.xml file.

Lol, clearly stated. Anyways, my APNs are set to fast.metropcs.com. Not the default tmobile ones. It doesn't create any extra APNs.
In the customers.Xml, the LTE is ipv4 because I changed it thinking that the different protocols would interfere with the Internet access but it didn't. So I don't understand why it's still just 4G instead of LTE that is allowed through... Muniz, you think there is an area in the xml that we could change to test? If it's not too much of an issue, do you think you can post the customer xmls for both the Att and Verizon variants. To see if there's anything in there?
Also, do you know why it is only 4G speeds that are capable of going through?

Attached is the Vz customer.xml, it is very different. Also, try changing "pcweb.tmobile.com" to "fast.t-mobile.com" on line 348 of the Tmobile customer.xml. Worth a shot.
Bad news, the LTE functionality test hack used to edit apns on S9 and older phones doesn't work anymore. But good news is, if you know your MSL (all 0's for unlocked), you can create new APNs. Just dial ##3282#, put in your MSL, click APN Settings, and create a new APN with the same settings as APN2 LTE ... internet, but add dun at end of APN type.
You cannot modify the APN once you save it, but if you make a mistake, go to general management, reset, reset network settings to remove the APN you added and fix any problems.
Enjoy
EDIT: Updating profile deletes the APN so you should get used to creating new APNs frequently.

I do not believe so but I have not been able to verify yet. I can verify that it does switch APN because mobile data cuts off for a min when you switch to the one you made, and a similar procedure on the S9 did not count on my tethering data. I get 50gb and it didn't count at all, just my normal data. I will test with this new one though.

I just called Sprint and they have me all 0's as my MSL. So means I'm unlocked and I didn't even know. Unless they lied. I'm about to find out when I try this hack.

It will reset to your current update. You could flash older though, as long as the bootloader's haven't changed, which I believe hasn't but could be wrong.

I think that Hotpot is included with my Sprint plan. Yip I think it's 50gb hotspot.
Disregard.

I don't think there is a guide as it's likely changing the APN still works. However, be careful with tethering or hotspot use as the carriers do monitor their traffic and can tell if you are doing either.
Look into PdaNet+
3rd party app, but works great. Has a feature called Hide Tether Usage too, not sure how reliable that is though.
If your are rooted look for vpn hotspot that's the best way to tether without restrictions, if you're not rooted you can use pdanet as someone has mention previously
I have been tethering on A12 for a long time using a personal method of mine since A10 on the carrier ATT.
Background: By default i have an unlimited texting calling and unlimited data plan with ATT but no hotspot allowed at all within the plan. I wanted to hotspot for video game reasons. Now for my method
My method uses a combination of methods I have found through various threads. It also has a few pre requisites like being able to unlock your BL, root and being able to change your APN/add a new APN.
First you have to be rooted and use the module magiskhidepropsconfig and add a prop. You can Google search the module to find it on GitHub. The prop you need to add is "net.tethering.noprovisioning" using a terminal and set that prop to true. This prop adds the ability for you to tether without the device reporting it as tethering directly.
Next you need to screenshot your entire DEFAULT APN as you need to copy the original one and add that same EXACT SAME APN but with ONE minor change. The change being under "APN TYPE" you need to add "DUN", no spaces in all caps at the end. If you try adding 'dun' in lowercase, this WILL NOT WORK and will NOT let you add it.
This is because "dun" is the code for tethering under the 'APN type' and that will allow your device to tether making your device think you have your "carrier's permission" to tether. This also will allow you tether for long periods of time without it shutting off automatically.
After that you're done and should be able to tether, I'll attach to screenshots, one as proof and one of the 'APN type' change. This method also survives OTA's.

A couple of questions:
-- Is this method the same regardless of carrier? (I have Verizon)
-- I usually do a full flash of the monthly updates without wiping, will it survive that method rather than OTA?
Changing APN setting works adding dun. Sprint/tmobile added an APN called pam, it was doing the monitoring so I had to delete it completely and push a new APN and preferred APN using adb root and some commands.
