I installed a ROM, its been a long time ago, so I don't remember which one it was... but I've noticed that my phone which used to show G on the top is now showing H at the same place.
My question is, is it just displaying H and running on 3G, or did the ROM disable my 3g, and put me on HSDPA network?
To make some things clear..
G = GPRS (normally when 3G or HSDPA is not available)
3G = UMTS (if available from operator)
H = HSDPA (upgrade of UMTS)
If HSDPA is available and you are connected to UMTS (this is setup first, normally) it will switch to HSDPA modus and will display a H.
The G and the 3G are always shown if covered by the place/network you are on. The H only shows up if the network/coverage of hsdpa is good enough AND your connected..
Atleast, that is the case here.

excuse my inferior knowledge, but any idea why it was showing 3G before I installed the ROM, and it shows HSDPA after I installed it?

Well if your on AT&T their roms have HSDPA locked for no apparent reason but chefs here tend to enable it for you to give you a significant speed boost in up/downloading.
So recently my roommate broke her phone, and I did a bit of research and found the Moto E 2nd gen LTE XT1527.. for some reason though she is only picking up 3G.. when I (on my T-mobile Oneplus 2) right next to her am getting bands 2,4 & 12 LTE just fine.
I realize since the last update on the Moto E, band 12 has been disabled, but that doesn't explain why she isn't getting bands 2 and 4. I didnt have any luck finding an answer to this in my googling, would the phone have gone to prefer 3G over LTE by default? The phone was bought from Amazon's warehouse, but seemed to be in new condition.
Anyone have any recommendations for troubleshooting this? or is this a known issue and I just havent found it yet.

The modem usually prefers the strongest signal. If for some reason 3G/HSPA+ has a lower dBm, then the phone switches to that. From my experience the threshold to switch depends on the model, some phones can grasp onto weak LTE signals, while others will simply fallback to HSPA/Edge.
You should confirm that the Moto is using the correct APN. T-Mobile has two functional APNs, one is epc & the other is fast. For LTE you must use the latter, but check what network mode is active too.

Coverage area too. When I on SIM data connection it shows E (EDGE) and Internet is too slow. I apply code *#*#4636#*#* but nothing happened.

What country and carrier?
I m at Pakistan n using UFONE 3G cellular service. I also received 3G capable Head set confirmation from cellular service provider.
I apply Phone information Android code #*#*4636*#*# but nothing happened.
Plz give me some useful idea.

The XT1511 is the US model. While it has quadband GSM, it only has the three HSPA bands that are used in the US (2, 4, 5). UFONE needs HSPA Band 1.
