Don't use pirated apps , But if you legitemately purchased them, you could try downgrading your market, or clear your market cache.
this can happen if the app is removed from the market i have found that the app panda home even thou i could find it on the market it was removed but click on the notification it should tell u why
[RESOLVED] Download Declined Error
File this case under stupid user tricks:
I kept getting this error when trying to download a purchased app from the Google Market. The app showed in the market as purchased but as soon as it started to download the error would pop up: "Download declined".
Finally I remembered I had originally gotten the app from Getjar. When I went there the app downloaded with no problems. In the future I will need to remember the source of each purchased app, Amazon, Getjar, Market etc. Hope this helps some other bumbler like me.
I just experience this and I wonder if any one else has had this happen. I tried to read a book I already downloaded to the Kindle app and the app refused to open it. I investigated and found that the Amazon app store and Nook app were experiencing the same thing. The rest of the apps I have seem to be fine as long as they where not loaded from the Amazon app store. Just recently the stock browser has started saying that well known sites such as Google and Amazon have certificate errors. I tried to download and reinstall the Amazon app store app and found I couldn't. It wasn't Amazon this time since I could download it on a PC and slide it to the tablet. It still would not work correctly. I am running stock 4349.
Hi,
I downloaded an app from the black market a while ago, now it's on sale in the real market and I want to buy it.
I uninstalled it but it shows up as "Purchased" on Google Play and when I try to download I get an error saying it failed because I haven't purchased it.
I tried breaking the market link (with Titanium pro), it didn't help
What can I do? Phone (Atrix 4G) is rootet of course..
Thanks
Try buying it from the website instead of the phone.

Clear the market data and cache. You might have to reboot. Also make sure that you are at normal dpi for your phone.
Absolution 3.7/Redemption ICS A2b1
Found only an option to clear search history. Also, what is DPI?
edit: ok, stupid question. found it, tried it and rebooting now
Cleared date, cache and search history
Rebooted
Got the "we're upgrading to Google Play" message again and had to accept the T&C again
But still, shows as purchased...
I did this with another app in the past and didn't have this problem. After I uninstalled what I got from the black market I could immanently purchase it on the Android Market. Maybe it's because of the upgrade to Google Play?
Same here:
When XDA posted the article Over 100 Paid Apps For Free On GetJar, I went ahead and downloaded few apps from there. Now I want to really buy a couple of the apps that I like and I can't.
I tried:
- install the apk from getjar, unlink from market (with TB), uninstall apk
- install the apk from getjar, link to market (TB), uninstall from device
- clean data/cache for the app and the market
- uninstall
- wait.
- Report to market that I did not buy it.
and still: after 2 days with the app uninstalled, the Google Play Market still says "Purchased".
What can I do?
I don't know even it insists on these 2 apps of many that I have, the others doesn't show as installed or purchased even thought they are on my device at the moment :|
Update:
The solution is to install an older version of the marker, in which the app appears as Not purchased, and can be purchased without problems, here is the working version of the market (com.android.vending-2.3.6.apk):

Any fixes yet?

This WORKED!
Just for the information:
Google Market 3.5.16 fixes this issue definitely: now it will not show side loaded apps as Purchased in any case, like this apps installed via Amazon, GetJar, APK, Black market are treated as just "Installed" in the Play Market. You can uninstall them from the market, and when you choose "Update" from the Play Market you'll be shown the "Purchase" dialog to buy the app.
Great to see Google care about Side loaded apps...

Hello, i just cant install the Amazon Shopping App, i cant from Play Store, I cant from APK, I cant from Xiaomi App Store, it gives me an error from 3 ways...
I think it has to do with a week ago I saw two Amazon apps installed, I guess it was a fake one, and I uninstalled them both.
After that I simply can not install the official application in any way.
I already used several antivirus, I cleaned the cache of Play Store and Google Play services, I cleaned the phone, I looked in the file manager the word "Amazon" and nothing comes out.
Another curious thing is that I can install the application in the second space, but in the first space I can not.
Any Ideas??
Thanks...
Same issue. Strange.
Hi there,
Recently I've noticed something strange. I'm in UK, country in my Play Store is set to UK, but I can't find or install apps that are specific to UK (I was able to do so in the past). Apps like MyBT, National Lottery ap, etc. They are not showing in Play Store. When I google them, and open via Play Store, it says "Item not found" or "this app is not available in your country".
Any Ideas what could be causing it?
Could you give a bit more information on what you did leading up to this finding (i.e. did you install a custom rom)?
I have noticed that when my National Lottery app told me that I need to update it. There were no updates in Play Store. Tried finding that app but couldn't. I googled the app and clicked the link which redirected me to Play Store app showing "Item not found". Play Store on web shows me "this app is not available in your country.". Same scenario with few other UK apps.

It sounds like a Google side issue and not your phone.
