I am currently on oxygen os beta17 custom rom....I want to try Lineage os...Do i need to flash vendor and firmware along with Lineage os or not...
during first week of october it was reported that Linage builts aren't passing encryption and users have to loose all data by formatting internal storage (data partition)
if that's fixed then
you don't need to flash the vendor, linage has its own vendor
but you do need to flash firmware 10.3.8 and must flash DFE

Actually, can TWRP 3.0.2 decrypt Lineage OS (Android 7.1.1)?

Device Encryption is working fine with TWRP 3.1.0.
NOTE: If you have a KATE (Xiaomi Redmi Note 3 SE) installing TWRP 3.1.0 will make official Lineage OS updates (OTA) fail because Lineage OS only support Kenzo and not Kate. A workaround for this problem is flashing TWRP 3.0.2 when you want to update Lineage OS.
NOTE 2: If you rollback to TWRP 3.0.2 to update Lineage OS (Because you have a Kate device and don't want to change any update file) you will be unable to decrypt your system. So if you have a KATE and you are using KENZO ROMS for your device, do not use encryption if you want to update your system. *If you know how to change update files and trick TWRP 3.1.0 to flash a KENZO ROM on your KATE device, ignore this note.
How can i disable encryption ? I have twrp 3.1.0. And latest lineage os build.

Factory Reset your devices and Instal Again your Rom

Unfortunately, you can't revert encryption. But the easiest way is making a backup with TWRP, later "Wipe -> FORMAT DATA" and then restore your backup.

I see "phone is encypted" under Settings -> Security&Privacy -> Cryptography and Credentials
Fingerprint stopped working this morning (yesterday I updated to build 20180904 and the sensor was working after the update)
I'm unable to install any custom roms.,my device running RR os with ZCX recovery installed.,usually i was able to install any custom roms before i install cardinal oreo rom and change my recovery to 3.1.x.x,.it is installed succesfully but it had random reboot so i restored my previous roms and recovery but sunce then I'm unable to install any custom roms.,its stuck at first installation..

try Redwolf recovery, select correct variant, for 3GB or 2GB RAM.
copy interal estorage to pc and from RedWolf TWRP select wipe > format data (this delete /data /internal (you luse docs and pics if not backed up to external SD or PC) and remove encryption added by MIUI)
then flash your favourity rom, i recommend Nitrogen OS 8.1 + unifficial gapps 8.1, its stable for daily driver. i dont know if volte works, im not from india.

I recently installed Resurrection remix Oreo 8.1 ROM from here - https://forum.xda-developers.com/redmi-note-4/xiaomi-redmi-note-4-snapdragon-roms-kernels-recoveries--other-development/rom-resurrection-remix-v6-0-0-t3748465 and got it running in my device.
Q1. Does flashing a treble ROM bring treble support to my device? Does it automatically create the "vendor partition on the device ?
Before this I was running Resurrection remix nougat 7.1.2
ROM from here - https://www.google.co.in/amp/s/forum.xda-developers.com/redmi-note-4/xiaomi-redmi-note-4-snapdragon-roms-kernels-recoveries--other-development/rom-resurrection-remix-5-8-5-t3772814/amp/ and I have its backup (made by using Redwolf - 26 - mido (non treble)) on my sdcard.
Now I have redwolf-26-mido(treble) in my device.
Q2. If I flash the non treble recovery and try to restore my Nougat 7.1.2 backup, will it be restored properly? I mean that wouldn't the " vendor " partition cause any problem. Please suggest me the steps to properly restore the backup of non-treble-rom...

You have flashed a treble recovery i guess before flashing the rom,right?
Well i think if you wipe everything from the treble recovery and revert to the non-treble one,the one you had before i think you will be ok.

By everything do you mean "internal storage" too?
Not necessary if you want though wipe it.(i always wipe it)
I recently installed the pixel experience rom on poco f1 . I had to flash the DFE zip, so now twrp is open and anyone can put a usb cable and copy all the data. So how can I encrypt my phone again and also keep the custom rom, so that data is not vulnerable. I have been flashing roms for some time, but I am new to the concept of encryption.

First backup. Use TWRP and backup everything except System and Vendor, choose Sysytem Image & Vendor Image.
Dirty flash PE. Don't flash DFE after flashing PE. You'll now be encrypted.
I have installed Lineage OS 16.0 in my device, but due to some bugs i had to go back to MIUI 10.3.5, and now i am reconsidering to go back to Lineage.
Last time i had installed both vendor and firmware which were in the same Zip, right now i can't find a package of both, and i'm wondering if prior to the lineage installation i need to flash both vendor and firmware, and if so does it matter the order? or maybe i just need to flash the firmware?

Simply install the recovery and latest 17.1 firmware available at lineage downloads

Your are on Android 9. If you want to flash lineage 17.1 you must be on MIUI 11 (11.0.6.0) based on android 10. Then you just need to flash lineage 17.1 zip. It already contains vendor. And when you flash the stock rom i.e. MIUI 11, firmware is also flashed.
Now if you want to move to lineage OS 16, just flash lineage os 16 zip. It also contains vendor.
And never downgrade. It usually causes problems.
