It's anyone else having issues with sending and receiving MMS in any messaging app? If I reboot it works but after a period it stops working again. Reno 2z

Hi all, has anyone been able to get a custom rom that has ArcSoft installed on it to send out MMS messages? I have been running ryans rom for a few months and just recently had to send out a MMS. I thought this crap was fixed by now.
Needless to say the recipient didn't get the MMS and then I tried to email to a gmail account via mms and same deal nothing showed up.
Guys after a crack load of reading old threads I finally found the fix. This is the fix for sprint users.

use Remove PictureMail & Arcsoft.cab (then reboot)
Then install the JD Arcsoft 5.2.1.22.cab. Now when you go into your SMS you will not see MMS but instead you will see Picture Mail. I had to adjust nothing else as this solution enabled me to send pictures no problem.

Not sure anyone having same problem as me when receiving MMS, even if you send a MMS to yourself, you will receive 2 MMS messages?
Anyone know what is the problem?

I know what is the problem as I tried sending a MMS to myself using the default messaging client and I only received 1 MMS in return. When I view in Handcent SMS app, it also show one MMS instead of two MMS.
Guess the problem lies on the latest version of Handcent SMS app.
I'm using the C6806 GPE edition z ultra, bootloader locked and unrooted. I've run into an issue with sending and receiving MMS messages while I am connected to wifi. I am not attempting to send messages over wifi and my APN settings are correct. If my wifi is turned off, I can send and receive without issues. But when it's on, my outgoing mms will sit "sending" forever. Incoming messages come through with the download link but I have to disconnect from wifi to be able to sucessfully download.
I've tried multiple messaging apps and all seem to have the same issue. These are the ones I've tested: Hangouts, EvoleSMS, 8SMS, Textra. Even with the recent update in 8SMS to enable mobile data to send MMS, it still gets stuck in a sending state and is never received by the person I am trying to send to.
Has anyone else had a similar issue or any idea of how to fix it?
I recently set my DNA back to stock because I was having this issue with every ROM I tried. I still have the issue on the stock unrooted ROM. When I'm on WiFi I have trouble sending MMS. It seems that most of the time the messages fail, or take extremely long to send. If I turn WiFi off, my MMS will send perfectly fine most of the time. It seems to struggle the most sending group MMS, especially with my Sunday Baseball league with 14 recipients.
The odd thing is it seems to receive MMS just fine. Does anybody else have this issue or know how I might be able to fix it?
Does anyone else suffer from the following issues:
1) SMS messages just not sending and asking me to try again even though it does send sometimes when it says failed? Can receive fine but not send.
2) iPhone users not being able to receive some SMS that contain some emojis.
Really frustrating errors, does anyone experience the same?
