Before Running the ROM Upgrade Utility
Before you run the ROM Upgrade Utility (RUU), make sure you check and do the following first:
1. USB sync cable is connected to the computer.
2. The standby and hibernation modes are disabled on the computer.
3. All running applications on the computer have been closed.
4. USB sync cable is connected to the Mobile Device to establish an ActiveSync connection with the computer.
5. Do not interact with your Mobile Device unless instructed to do so.
General Procedure on Installing the ROM Update
1. Back up your personal data from the Mobile Device to your computer using ActiveSync if you want to ensure you don’t lose any of your data.
2. On your computer, run the ROM Update Utility (RUU) to install the ROM update to your Mobile Device. (The next section provides a detailed procedure on how to install the ROM Update).
3. Restore your personal data back to your Mobile Device using ActiveSync. (Optional)
How to Install the ROM Update
It is very important that the help desk personnel understands very well the installation instructions. Actual hands-on practice with the installation process is recommended for the personnel to better understand any installation problems users may have.
Note: Before running the RUU, back up any personal data from the Mobile Device to the computer first using ActiveSync.

I have the same problem with CID unlock. By now, It looks there is no way to unlock the CID. Let's wait for a month or longer to see.........

You should be able to upgrade your device using the HimaUpgradeUt program. See my post here for information on what to look out for, etc.
I think thats is not good way because i cant connect my device to pc using activesync.. i have only bootloader mode on my xda..
That doesn't matter, the upgrade doesn't need Activesync. It looks after its own connections.
I just connect my xda in bootloader mode to usb. The activesync not saw may device but i run HimaUpgradeUt.exe and my device start upgrade! I have Germany ROM now i upgrade this To same English ROM.. Before i do this that way program show mi error 102.. now its look like everthing be good.. we will see for 5 minutes.

That's OK. As long as the PC said 'Congratulations' its all done. Take your device out the cradle, hard reset it and it will run the standard setup.

You may need a sim from the original carrier. After running lokiwiz, then you should insert the new sim and enter the unlock code in the box that shows up on startup.
If you are getting empty unlock code, chances are your phone is already unlocked. Have you tried using SIM of your original telco provider to make sure that the IMEI of your phone is not blacklisted in your country?
Anyway, if you are VERY sure that your phone is SIM-locked, you can try getting the latest version of lokiwiz0.3b/c.
For those NOT Latin i must tell you that the Spanish error messages say that the program wasn't able to find the path to the required file thus not bothering to calculate the code
Lokiwiz interface is a 'simple' batch file that does no error checking

No. it's not because your XP is in spanish, it's because you probably didn't unpack all the files or you use a folder with spaces in the name.
Check those two before installing new OS

ok... i tried that... i extract alll the files to my hard drive C, then put again the enable rapi in the phone, and run lokiwisMSL, and is still giving me the same message... i don know what to do... does the zip file comes whit other folders in in? because i descompress everythin and all the files came to c, whitout any folder... i readed that it came a utils folder... but it doesnt appear... i dont kno what to do... i use C because its a folder with no spaces.. please help me..., im also trying active sync 4.5 in english version... and nothing...

the problem was with the winzip... id doesnt extract me the files organized in folders... so i unzipped with winrar and the appear the folder utils... and everything worked fine!!! so the problem was with winzip 8.1, im really happy, and i really apreciate you guys! thanks for the help!!!

Alright I know for alot of you it can get very difficult to decide what will happen to your Wizard if you upgrade it. I am no stranger to it either. I looked and looked and looked...I didn't want to turn my phone into a brick anymore than you do right now. it took some time and question asking. I finally decided to give you what took me a while to find. a way to upgrade your G4 only device and to unlock your phone safely. G4 is a bit more difficult to upgrade since it can brick so easily. I had a G3 as well...I didn't brick it, it got dropped and the screen broke. However, it was alot easier to upgrade than my G4 was. So Here you go. I will post the proper links to help you get your phone safely upgraded and Hard SPL (CID Unlocked) so you can flash your choice of Rom's. Use this if you have never unlocked your phone before or don't know if your phone is unlocked.
WARNING...THIS IS DESIGNED FOR G4 DEVICE WIZARDS ONLY. DO NOT ATTEMPT TO UPGRADE WITH A G3 DEVICE. I WILL NOT BE HELD RESPONSIBLE IF YOU BRICK YOUR DEVICE.
If you follow this line for line...you should not have any problems.
1. go to this link and download the Wizard Service tool.

Install the Wizard Service tool. after you have installed it, with your phone connected to active sync, you will open the wizard service tool and click on the top button "enable rapi + unsigned apps".
now you will click on device info. it will tell you if your device is unlocked and if you have a G4 or not. IF THE WIZARD SERVICE TOOL SHOWS YOU HAVE A G3 DEVICE STOP NOW!!! PROCEEDING FURTHER CAN AND WILL CAUSE UNDO HARM TO YOUR DEVICE.
I recommend disconnecting your active sync connection, deleting your partnership, but DON'T DELETE the favorites folder. this will have your contacts in it and you will be able to retrieve any lost contacts. as well as your favorites folder with internet explorer. Reconnect your phone to usb and when you have the option to form a partnership with active sync, click "Cancel", this will put you on as a guest.
2. Now you will need to download the HardSPL package from Here
Once downloaded, open the program. make sure you have an active sync connection as "Guest". A small box will pop up with one button that says "CHECK DOC" click on that button. It will check your phone again, once it realizes it is a G4 Phone, it will proceed to install a Soft SPL so it can complete a Hard SPL upgrade. (follow the prompts. There will be a DOS based page that will pop up. and as long as your screen turns white on your device, you are ok.) this will take approximately 1 minute. Your phone will automatically reset when it does, your ipl will say 2.21.001 and your spl will say 2.21.Olip. as long as it says that, your phone is CID unlocked.
NOTICE: DO NOT ATTEMPT TO UPGRADE YOUR PHONE'S IPL/SPL TO ANY OTHER THAN THE ABOVE. IT CAN AND WILL DO UNDO HARM TO YOUR DEVICE.
Now for upgrading your Radio. I will give two links to radio's to upgrade with. These Radio's are decent radios and do not have the IPL/SPL with them so they are safe to upgrade to. I will also link a Rom Upgrade Utility (RUU) so you can upgrade the Radio's Safely.
Radio 3.02.11: Link (known to drain Battery Life. You Be the Judge of that)
Radio 2.69.11: Link
RUU: Link This Utility does NOT have ipl/spl just copy your radio Nk.nbf to this RUU and flash.
I hope this will Help you to upgrade your G4 Device. If you have any questions feel free to ask. I will attempt to answer them to the best of my ability.

After I have done all of this, can I upgrade the rom now to Cracings 6.5? I have done it many times on my G3 but was too afraid on my wifes G4 until your tutorial. It still doesnt say cid or supercid unlocked when I run the Wizard tool. But, it does have the same Ipl and Spl that you have in your signature. Does this mean that it is unlocked? Thanks for your reply and tutorial.

Wizard tool reads the cid block, which isn't changed by the hard-SPL.
The Hard SPL never reads the CID block while updating, but always gives the RUU the response that it is SuperCID due to a patch.
That is why Hard SPL works while updating, but Wizard tool doesn't report SuperCID.

You now can change to ALMOST any ROM.
Make sure that the ROMs don't contain (only) G3 IPL/SPL, as the old TMobile and Old Qtek ROMs did.
Many people who have ignored to read that line have bricked their device due to flashing of a G3 SPL/IPL to a G4..

Not trying to step on toes...there are alot of threads on here and it is difficult to locate the correct thread we need. Just wanting to make sure that others don't brick their device...I know i don't

Hello there...... try reflash your device (the same or different ROM )
also try a hard reset /try tge hard reset first, if dont works try flashing ROM again)

1. connect your MEGA with your PC by USB cable and boot into Windows Mobile
2. wait until ActiveSync is ready (icon green)
3. run "flash-hardspl.bat" to flash the HardSPL. It will create a backup of your current SPL
(called "spl-backup.bin") and creates a file "check.bin" in subdirectory "1" (for diagnostic purposes)
4. the phone will be rebooted automatically
5. you can now flash any cooked or original rom, splash screen or radio rom
6. use the attached custom RUU (rom) flasher to flash roms or rom components
Notes
-------
- if your device is application locked the batch file will run with errors. To app unlock your device
Download PHM Registry Editor - v0.70 from here:

Copy it to your device and execute it.
Modify this registry key:
HKLM/Security/Policies/Policies/0000101B if set to dword:2, change it to dword:1
Reset using power button and try again.
- the HardSPL is based on the SPL v1.28.0000 (PB74, Shipped) for MEGA with modelID PB74100 (check your modelID in battery compartment)
- a quick verification for correct installation is to boot into SPL tri-colour bootloader screen (keep volume down pressed while you turn on or reset). In the top-left corner it should display "1.28.Hard"
- to flash back the stock SPL 1.28.0000 run "flash-stock-1.28.0000.bat"
- to flash your original SPL run "flash-your-backup.bat"
- if the installation fails try again on another PC and make sure you logged in as administrator or as user with administrator rights. Alternatively run flash-hardspl.bat as administrator. If it still doesn't work look up this registry key in the phone:
[HKEY_LOCAL_MACHINE\Drivers\BuiltIn\EXT_FLASHDRV]
Change the value "Dll" from "OEM_FLASHDRV.dll" to "OEM_FLASHDRVXXX.dll" and reboot the device. After rebooting into WM and after activesync is ready run flash-hardspl.bat . Check in tricolour bootloader screen if it is installed and then boot again into WM and change the registry value back to its old value.
If it still doesn't work try to flash an older version of the official rom available for your model. If that doesn't help then create a Goldcard and flash the WWE-Europe rom. A Goldcard can be created with PSAS. This tool will cost you a few bucks but it's worth each and every penny (hopefully you still have a few pennies left for a donation )

That's the so-called region protection which HTC introduced for roms for some regions (in particular russian and asian roms). They only run on devices sold for the same region.

I've verified that :
-HKLM/Security/Policies/Policies/0000101B = 1
-HKLM/Security/Policies/Policies/00001001 = 1
Anything more I can test?
The loader screen is exactly the same as the shot in first post except for the 0000 instead of HARD, so I guess the modelid is the same one...

edit: I've tried to load the SPA ROM and it still says Invalid vendor ID.
Another quick question, does the phone have to be sim unlocked first?
I have an HD2 512MB.. with a test rom ver..SPL 0.64 i canno't find an official rom or something to boot up.. i have tryed to instal a normal rom (official) and after 92 % freez .. now it's blocked on "update mode" 3 colors display .. i do |Hard|Sof|Reset .. and nothing.. please help with my SN ht97mnw00210 i can't find a rom.. PLEASE HELPPP .. if anybody can do.( (SRY For my bad engl)
you will probably need a goldcard, though even then i am not sure.
You may be able to flash with SSPL, certainly HSPL will not work.
Try and PM a user called xmoo, he seems to know a LOT about test models.
Plug in the USB cable and connect it to your computer.
Install HSPL
Install Radio ROM (if using a custom ROM)
Install ROM (standard ROMs include the Radio ROM)
Ignore the fact that it requests that you have to have ActiveSync/WDMC connected device, as bootloader mode gets around that.
Please read * THIS * - then read it again before doing anything.
Your phone isn't bricked. Just take you time and your phone will be working fine.

how i can install Radio standard rom etc if my SPL is 0.64 and HSPL work with 1.x

GOLDCARD - :Allow non signed Software on the Leo
--a: install a regedit software on your Leo e.g. PHM regedit also original PHM Site (offline at the moment)
--b: Run the regedit software
--c: Goto HKEY_LOCAL_MACHINE\Security\Policies\Policies
--d: Look for 00001001 double click it and change the setting from 2 to 1
--e: Reboot the HTC LEO
My phone is not able to run WM .. directly enter on update mode ..

this is for finding the sd card serial, doesnt need to be YOUR phone, can be any phone, or a laptop with sd card reader, or pc with pci bus sd card reader

put rom.nbh in folder, put sspl.exe in same folder, boot to bootloader, connect to usb, run sspl

when i want to update with official rom after 4% my phone vibrate shortly.. it's ok ?
I don't get it why all the prototypes are in east europe.
The issue is the Radio. Radio 1.x doesn't let you upgrade.
Flash this rom: http://s1.moghtader.net/LEO/PROTHREE/CID/RUU_Leo_HTC_WWE_0.67.405.1_Radio_Daily_1550_Debug.zip
Make shure the phone boots up, and then flash this: http://s1.moghtader.net/LEO/PROTHREE/CID/RUU_Leo_Radio_20090818_transition.zip
This will update the radio, after this you can flash whatever you want.

After this you can flash HSPL and flash custom rom.
