That doesn't even begin to make any sense.

It's carrier locked.
Here in the US you can flash a Razr or other CDMA phone to work with a different carrier.
The new carrier must have the information to update all the tower tables and such. They must also add the MEID/ESN to their database.
Here in the US you can take a Sprint or Verizon branded phone and use it on Metro PCS.

Is unlocking the GSM radio for AT&T illegal?

I was talking with my friend the other day he is an AT&T regional manager and he said that unlocking my photons gem radio and buying service with AT&T was a federal crime. I do not believe it is but can someone give me some better info on if it is or is not?

Well he it was illegal because of ESN writing but unlocking the GSM radio does not write an ESN correct?

1. unlocking GSM radio is not ESN writing
2. ESN cloning of another phone you own and have not activated is not illegal (i.e. you are not using 2 phones with the same ESN on a network)
3. ESN cloning of a phone you do not own for the intent of stealing signal is illegal.
Hmmm do GSM networks even use ESN's?

Carrier unlock for the tbolt?

I may go to mexico and I want to get rid of my tbolt, and in Mexico there's a cdma carrier called iusacell.. do I need to unlock the phone (as any gsm phone) so people can activate it in Mexico?
Will they need the sim card?

Yes you can use it on other carriers. Phone comes SIM unlocked, early versions did not allow you to add APNs without rooting, that may have been fixed in 4.1.2 update, not sure. Anyway you can find a ton more info here including what people did to get going on AT&T, Tmobile, and various non-US carriers:

I see so many unlocking services on eBay and can't help but wonder, how do these people even unlock the phones? Is there some sort of program that they have or something?

i need help in unlocking a sprint flash ZTE N9500 so i can change it over to T-Mobile. can someone help me
You won't have much luck with this, a CDMA phone won't easily convert to working on a gsm network with a removable sim, lots of a hardware and firmware modding would be needed
