Dumb question I am sure. Have not been on a HTC phone since the original incredible. I bought a phone that was already rooted and has s-off. Can I just flash the new radio in TWRP?
No, you do it on fastboot.

Thanks. I just wanted to make sure there wasn't an easier way before I try to do it. I am on baseband 1.00.00.1023_3
Is that the latest radio or am I own the old one? Thanks.

I can't say I notice anything ground shaking but it's what was in the OTA so I figure if there was enough benefit for htc to bother with it, must be some advantage to having it...new # is 1.01.01.0110

Correct me if I'm wrong but I don't believe that's quite how it works. I think it's not that simple, if I wanted to revert from a new radio and what not on my Fascinate I had to odin it back? I may be wrong though, I'm sure someone with far greater knowledge will chime in.

You are correct, it is not that simple. As far as my knowledge goes you would need the stock ruu and run that in hboot. This of course would reset your phone to stock. The real answer to your question is someone would need to pull the previous radio version and make it hboot flashable so you do not lose soff and recovery

Are you sure you got the correct radio update? There were a couple of versions floating around yesterday that were missing or had something wrong with the 4G radio. It might be worth downloading again and reflashing if you haven't already done so.
On my G2 all we had to do was flash the old radio in hboot in zip format. Problem is that I haven't seen the old radio posted any where in a zip format.

I dont think i flashed the right one. I just reflashed the correct one so we'll see if it helps.
And no, restoring a backup will not restore your old radio. That i know!
Hey guys, I have been runing 2.17 ROMS for awhile now with my PRI version at 1.24.003. (I think thats an older firmware version) There is a lot of buzz about not doing that and that I should take the OTA and unlock again (im on Hboot 1.5) which is going to be a pain in the ass. Whats the worse that can happen? I haven't really been having problems so far

It's really not that bad. If you don't get the timing right then it doesn't brick and if you do get it right then it bricks in the right mode. Pretty safe go for it!

I updated the radio and firmware when it came out by flashing Freeza All In One Firmware, Radio, and other bits zip. Haven't had a problem. There were some issues of people flashing individual firmware bits and bricking, but Freeza's All in One worked fine.

I don't think hboot 1.5ers can do it that way though.
The most common issues with running old firmware with newer software are wakelocks and random reports/freezes. You are far better off updating your firmware one way or another.
Hmm I'm on PRI Version 1.15_003 with the latest version of MeanRom and Chad's kernel with no issues.

Yeah, I tried just updating the radio and it killed it, it would just keep rebooting so I downgraded then flashed freezas aio zip and it worked fine

So I'm S-Off / Locked, running ViperRez 1.0.3 on 1.22.10.0421r/1.22.10.0424r radios and HBoot 2.25 (Stock, not JB).
Can I just download the 2.27 PH98IMG from http://www.androidfilehost.com/main/-Support_Files-/SuperChilPil/[ICS][2.27][STOCK][8-12]PH98IMG.zip
And flash that in HBoot, without running the RUU? I've seen a few posts where it's fine to do that, and a few that recommend flashing the RUU.
Yes, you can do that. Either way works. The link you posted is basically the RUU stripped for what you actually need from it.

As someone new to all this, just curious why you'd want to update the Hboot? What benefit does that give you? I know there are eng hboots that offer some extended fastboot commands, but are there other reasons?

hboots and radios usually work as matched pairs, so if you want the latest radios, you also want the hboot that matches it.

Like shrike said, HBoot / Radio's usually come together when updated. New radios = new fixes, possibly better reception, etc. And now global firmware is unlocked on the latest radio, in case I were to for some reason need it (I don't forsee that ever happening...but you never know).
looks like were getting a new update
so is an OTA an RUU?
if it is. than is it ok to make a nandroid backup and restore on a new RUU?
EDIT: i think the rom would have to support a certain version of an RUU?
http://www.androidpolice.com/2013/02/18/htc-rezound-and-icredible-2-receiving-minor-ota-updates/
Something doesn't seem right about this. Baseband versions are old, pre-global firmware. I thought the 3.14.605.12 came with the global radios?
Looks like a very minor update.
It probably won't come with global radios, as that was the 4.03.605.x version.
And for op, your nandroid won't work going from one firmware version to another

so these will be flashable for ppl with custom roms or do i have to go back to stock to get the update and flash back to my rom?
Or for only stock roms?

haha, srry didnt look.
To answer an OP question, an OTA is not an RUU. OTA = over the air. An RUU is essentially a full device dump. An OTA normally only contains the changes since the previous version. I haven't seen an RUU version of this update in the wild yet.

Thing you have to realize, the Global RUU was/is a leak with a build # 4.03.605.2. I'm looking into making an RUU for you guys that contains the OTA. If you're s-off, I say play with the global radios, if s-on stay with the ota firmware.

Check out the link in my sig. The biggest thing at the moment since your firmware is up to date is that you don't have to worry about flashing the kernel separately from the ROM
Also, the latest firmware (baseband) is 1.12.11.1210.

S-Off allows you to change different things that you wouldn't be able to while S-on, like changing the splash screen when you first turn on your phone.
You can also flash any rom (SENSE, AOSP, or other...) without the need to flash the kernel in advance. With S-on, you have to use fastboot on a computer or Flash Image GUI found in the play store to flash the kernels.
Lastly, S-Off allows you to upgrade and downgrade the firmware at will. This is incredibly useful if you are having signal or battery drain problems with older firmware, since you can update them without the need to relock the bootloader and accept OTAs, which will require you to find a different exploit to root, and also to attain S-Off. Each Hboot version requires a different exploit, but luckily, there was one found for each version. S-Off is also the ultimate protection against bricks. It doesn't make it invulnerable, but you are more likely to save your phone.
